Research On The Regional Differences In The Efficiency Of Rural Public Investment

In recent years, government departments at all levels increased the intensity of public investment in rural areas gradually, and the rural level of public service has improved, but there are also many problems in public investment, such as overlap construction and the construction of the project is not fully utilized, irrational supply structure and other problems cannot be ignored. These problems lead to low efficiency of rural public investment, also restrict the development of rural economy. The central emphasis on regional balanced development, but the indisputable fact is there are big differences in the level of rural public service in the three major regions. The unreasonable and low efficiency of rural public investment hinders the coordinated development of regional rural economy. It is essential to study the territorial difference of rural public investment efficiency, we can discover the problems of investment scale, investment structure, and the difference of efficiency, analyses why the existing problems occur, and try to find a way to solve it. It is extremely helpful to optimize the allocation of public capital and improve the efficiency of rural public investment, which is of great significance to promote the development of rural economy and narrow the gap between urban and rural areas, and the regional gap.According to the reality of the rural public investment, this article empirically studied the output efficiency, scale efficiency, structure efficiency in rural public investment, and some policy recommendations are proposed to improve the efficiency of rural public investment and bring about a coordinated development of regional rural economies. The thesis consists of four parts as follows:Firstly, it is the literature review and theoretical basis. This paper reviews the theories and research that related to rural public investment, expounds the definition and scope of rural public investment, and reviews the correlate theories of the efficiency of rural public investment.Secondly, it is actuality study of rural public investment. This paper analyses the present situation of rural public investment from the aspects of aggregate quantity of rural public investment and the investment of all kinds of public goods.The results show that the strength of rural public investment has increased year by year among all the regions, and the level of the rural public service has improved, but there are large differences between the regional rural public investment.Thirdly, it is empirical analysis on regional differences of rural public investment. According to the theory of the efficiency of rural public investment, by means of the Data Envelopment Analysis(DEA) and static panel data model to analyze he output efficiency, scale efficiency and structure c three regions. The results show that there are significant differences in the output efficiency of rural public investment between regions: higher in the west, lower in the east and intermediate in the central part of China. The scale efficiency of rural public investment from high to low is the central part region, west region and the east region. The structure efficiency in the eastern regions is highest, the central part region and west region are lower than the east.Finally, it’s research findings and policy recommendations. The main conclusions of the study are summarized. And based on the results of rural public investment theory and empirical analysis, some policy recommendations are put forward to improve the efficiency of public investment, promote the coordinated development of regional rural economy.
