Along with the transformation of China’s township enterprises,industrialization,and urbanization,urban construction land is becoming less and less available,and the transfer of collective construction land is becoming more and more frequent.Unlike urban land,collective construction land transactions have been in a state of invisibility,which makes it difficult to protect the rights and interests of all parties involved in the transactions,and also restricts the role played by price mechanisms in the transfer of collective construction land.Therefore,it has been a top priority to regulate collective land transfer and build a unified collective land market in urban and rural areas.Therefore,the determination of land price in the process of land use right transfer is crucial.When China has just promulgated relevant regulations and policies to guide the pricing of collective construction land,the method of pricing collective construction land is still immature.Carrying out collective construction land benchmark land price assessment has become one of the very necessary technical ways to regulate the act of collective construction land transfer.Based on domestic and international benchmark land value studies,this thesis discusses the theory and valuation methods of collective construction land benchmark land value assessment.After explaining the overview of the study area and data sources,the thesis analyzes the actual situation in J district of Nanchang city and uses the obtained data to classify the collective commercial land in J district with the help of Arc GIS software platform.After classifying the land classes,the valuation method was selected to evaluate the land value of the studied collective commercial land sample sites according to the local conditions.Finally,a multiple linear regression model was applied to evaluate the benchmark land value of the collective commercial land and analyze the influence of each grading factor on the land value.The thesis also compares and analyzes the results of the benchmark land valuation of collective commercial land with the promulgated urban benchmark land valuation,which lays the foundation for future land price assessment,regulating the behavior of the collective construction land transfer market,and improving the system of land value-added income of collective economic organizations.The following conclusions are drawn:(1)The collective commercial land in J district is divided into four classes,and the size of the area is basically "small above and large below".From the perspective of spatial distribution,there are significant differences in the location conditions of different levels of collective commercial land.(2)Through the analysis,the revenue reduction method was selected as the evaluation method to measure the benchmark land value of collective construction land.Based on the multiple linear regression analysis,the benchmark land price was evaluated,and finally it was concluded that the highest level price of collective commercial land in Area J was 6783 yuan/square meter,and the lowest level price was 3468 yuan/square meter;(3)Comparing with the published urban benchmark land prices,the benchmark land prices of collective commercial land were all smaller than the corresponding urban benchmark land prices,which were mainly due to the differences in location,land development degree This is mainly caused by the differences in location,land development and natural conditions.(4)Analyzing the correlation between land value and various grading factors,it was found that the distance from commercial centers,per capita net income,distance from farmers’ markets and the proportion of collective construction land had relatively greater influence on land value.
