The present study aims to explore and study the community relations management of large petrochemical enterprises with central state background from the point of actual influence of NIMBY (Not-In-My-Back-Yard) Campaign on the survival and development of the subject enterprises, using the perspective of stakeholder theory and corporate social responsibility theory.Community is the major stakeholder of large petrochemical enterprises. The study focuses on Sinopec Shanghai Petrochemical Co., Ltd. (hereinafter referred to as SPC), as a representative in the industry, to analyze the history of "city surrounding petrochemical enterprise" caused by the establishment, development of the enterprise and the expansion and industrialization of the city. The thesis uncovers the community relations evolution from the angle of governance mechanism and economic, social development. It also analyzes the problems existing in community relations management of the enterprise from the point of the uneven development concept of the counterparts, the failure of benefit sharing mechanism, the ineffectiveness of cultural tolerance.Large petrochemical enterprises need to avoid the traps of seeking maximum benefits, but focus on the community as the major stakeholder, actively shoulder corporate social responsibilities, adopt green development and fair benefit sharing mechanism, participate more in public welfare and cultural tolerance mechanism to reconstruct favorable community relations through transformational development approach, hence adapting to the times.
