Study On The Evaluation Of Innovation Capability Of Technology-based SMEs In Jiangsu Province

Innovation behavior of technology-based small and micro enterprises(SMEs) is extremely active and its potential economic growth capacity is also very important. As the main force of the socialist market economy, the development of high-tech SMEs is directly related to the improvement of country’s economy and the adjustment of the industrial structure. With the integration of the global economy and the prevalence of knowledge-based economy, the statue of technology-based SMEs has a sharp rise, as it’s the important carrier of technological innovation. Now, with the rapid increasing number of SMEs, more and more problems come to light. In this paper, the author takes the innovation capability of SME in Jiangsu province as the study object and uses a complex method to evaluate it. Therefore, the author can give some advice according to its shortcoming.This thesis focuses on technology-based SMEs. On the basis of analyzing and summarizing the research results from domestic and international scholars, the author defines technology-based SMEs in terms of course, analyzes the composition key elements of innovation capability, and set up an evaluation indexes system, and then gives evaluation criterion of the innovation capability of technology-based SMEs. After that, author analyzes the evaluation measures comparatively, and then chooses the fuzzy hierarchy comprehensive evaluation to evaluate the innovation capability of Technology-based SMEs. In order to use this kind of method effectively, this author explains the operation processes and calculation model of method in detail. Then the author gives integrated evaluation and advance and improving measures for the enterprise, to prove the scientific and feasibility of the activities.Researchers on domestic usually focus on innovation of LMEs(large and medium-sized enterprises) instead of SMEs, especially technology-based enterprises from a particular region. Thus, not the research object but the research method have great significance in theory and practice.
