Institutional Quality、Institutional Stability And The Expy Of High-Tech Products

Compared with the export scale, both the traditional developed countries and trade accounted for a larger proportion of national economy in emerging developing countries, are more concerned about content of exports, especially of exports of high-tech products.Based on the purpose of developing countries to promote content of foreign trade product, the paper will analysis the relationship between a country’s institutional quality and stability and content of hi-tech products export with the theory of system economics of system evolution from the perspective of system quality and stability of system vicissitude.It’s that the evolution direction of institutional change, the merits of the institutional quality and whether the stability of the system due to the change of an institution all will cause changes of transaction costs in a country’s economic activity and then have a significant impact of the development of international trade and the increase of technical content.In order to be able to quantify the technical content of high-tech products better, this article referring to the definition of EXPY, using the calculation formula of EXPY built by Rodrik, Hausmann and others, selection 37 typical significance countries or regions as the research object around the world, we will measure and count the EXPY of medicine, aviation aircraft, electronic and communication equipment, computers and office equipment, medical equipment and instruments and meters of 37 countries or regions during 2002-2013 respectively.The results show that the EXPY of high-tech products export of these countries or regions presents upward trend as a whole.In addition, we ultimately include economic system quality, quality of political system, legal system quality and system quality using the principal component analysis and selection 13 connotations of the system of quality factors based on the index selection principle that set in this paper.At the same time, we will deal with the coefficient of variation of the connotation of the above-mentioned factors and calculate three cycle institutional quality connotation factor coefficient of the discrete system stability index of the sample countries or regions by the principal component analysis for every four years as a measuring cycle respectively for the purpose of acquiring economic system quality stability, political system quality stability, legal system quality stability and system quality stability.Empirical analysis shows that a country whose system quality is higher and system is more steady will be more able to prompted the country to become more professional of making intensive production contracts, raising the level of specialization in the country’s high-tech products production, and reducing the cost of technical transformation. All of these will improve the export of high-tech products complexity; The promotion of high-tech products trade development by institutional quality is based on the stability of system; System quality and system stability have synergy on complexity in promoting high-tech exports.This paper argues that the healthy development of high technology industries requires a good system environment protect. As well as the vast number of developing economies, the internal driving force of the transformation of China’s economic structure and the industrial upgrading is that the government should create a good institutional environment in all aspects and an optimization of system quality combined with its national conditions, from the strategic level of the whole country development and macro perspective. At the same time of strengthening the construction of the institutional environment, the government should also be good at planning an expected system stability as a whole.
