The Study On The Countermeasures To Solve The Problem Of China’s Personal Income Gap In The View Of Inclusive Growth

The reform of the economic system not only makes our economy great development, but also a substantial increase in China’s per capita income. Some problems can not be ignored behind the brilliant achievements of economic development, one of them is the widening income gap. China’s personal income distribution experience a big process from egalitarianism to the income gap, such a process of change, which is from of egalitarianism to the implementation of the principle of "giving priority to efficiency with due consideration to fairness" allocation. It is inevitable and useful to widen personal income gap appropriately, however, if the gap between the rich and the poor is beyond the reasonable range and affordability of the residents, it will dampen workers’ enthusiasm to produce.The income distribution gap is too large, it will affect the stability of the society and economic development, and even cause social unrest and political instability. It also will have impact on the sustainable and healthy development of the national economy, but also shake people’s socialism conviction, affecting the stability and unity of the society. And it will influence the realization of China dream.International community usually use the Gini coefficient as the basis to judge the personal income gap condition. Since 2009, China’s Gini coefficient shows downtrend year by year, but it reached 0.469 in 2014, which has exceeded the internationally recognized warning level of 0.4. It indicates that China’s income situation is still a critical point. So, how to solve personal income gap problem, will affect the relationship between the overall situation of reform, development and stability, and the relationship between the smooth realization of building China into a well-off society in an all-round way for the benefit of over one billion people, and the final realization of common prosperity for the ideal.Inclusive growth has become the new concept of China’s economic and social development. And inclusive growth emphasis on sustainable economic and social development, and ultimately to achieve social equity and justice, which has a major guiding significance on income distribution system. Under the guidance of the concept of inclusive growth, it is not only conducive to promoting economic development pattern and the stable development of the economy, but also much more conducive to improving people’s livelihood, maintaining social stability and promoting social fairness and justice by accelerating the reform of the income distribution system, and gradually solving the big income gap and increasing people’s income levels.With the “Inclusive growth” perspective, this thesis analyses the relationship between inclusive growth and personal income gap on the basis of clearing the purpose and meaning of inclusive growth theory. And this thesis uses inclusive growth to analysis the status of China’s personal income gap, and then put forward the countermeasures to solve the problem of China’s personal income gap by insisting inclusive growth. First of all, the first part, from different angles, introduces the meaning and aims of the theory of inclusive growth; Second, it analyzes the relationship between inclusive growth and personal income gap, including the negative impact of personal income gap to achieve our country’s inclusive growth, and the guidance value of inclusive growth theory to solve the issue of personal income gap;third, from the overall situation of the income gap and the form of expression to analyse the situation of China’s income gap to find out the reasons to lead to China’s current personal income gap which is too large : urban-rural dual structure based on the theoretical basis, the exercise of the allocation of government functions, economic policy, trade monopolies; Finally, this thesis analyzes and solves the theoretical basis for the foundation to the problem of the gap and address the objectives and principles of the personal income gap problem to find the specific measures to solve the problem of personal income gap: to narrow the income gap between urban and rural areas、 to improve the redistribution system、 to give full points to play secondary distribution as a fair role、to Co-ordination regional and urban and rural economic development、and breaking the monopoly to eliminate unfair competition.In accordance with the problem of personal income distribution gap, we must take effective measures to rationalize the income gap, maintain social stability, promote the overall economic development and create a good social environment. Therefore, the objective practice requires us to narrow the personal income gap.
