The extensive economic growth mode of "Three high and one low" bring about China’s resources and environment pay a heavy price, China urgently need to transform the economic growth mode. So China’s foreign trade development mode is also required to upgrade. Since the 21st century, with the outbreak of the global financial crisis, China’s traditional foreign trade enterprises face many bottlenecks in the process of transformation and upgrading. At the same time, the development of cross-border e-commerce bring a new dawn for the foreign trade industry, many states have chosen cross-border e-commerce to promote the development of foreign trade. The mainly two aspects that China’s traditional foreign trade enterprises break the bottleneck:Some companies have chosen to domestic trade; Most companies transform to cross-border e-commerce, they hope to overcome difficulties and get a new lease of life by it. This paper analyzes the difficult that China’s traditional foreign trade enterprises transform to the cross-border e-commerce in this context, and try to find answers to how a successful transition. This paper focuses on motivation、conditions and problems that China’s traditional foreign trade enterprises transform to cross-border e-commerce in the process of transformation, and this paper put forward countermeasures around these problems. The main frame as follows.The first part, this part analyzed background and significance of traditional foreign trade enterprises transform to cross-border e-commerce and foreign scholars’study for transformation.The second part, this part analyzed the reasons and conditions that traditional foreign trade enterprises transform to the cross-border e-commerce. Internal and external challenges and difficulties in the transformation and upgrading of China’s foreign trade during the traditional foreign trade enterprises face forced restructuring, the benefits of cross-border e-commerce to the traditional foreign trade enterprises of the cross-border electricity supplier has become the transformation of motivation, at the same time, the traditional foreign trade enterprises to cross conditions throughout the e-commerce in transition have also been met, therefore, many traditional foreign trade enterprises have chosen to cross-border e-commerce transformation.The third part, this part analyzed the difficulties that traditional foreign trade enterprises transform to cross-border e-commerce, this issues include the following aspects. First, because the traditional trade and cross-border e-commerce have different characteristics, so the original product structure is no longer suitable for cross-border e-commerce, not suitable mainly reflected in the price, type, transport, intellectual property and so on. Second, foreign trade enterprises to the cross-border e-commerce transition process requires a lower talent, different proportions of intermediate and senior personnel mix, the proportion of middle-level personnel needed the most, followed by senior personnel, lower demand for talent at least, but our the reality is that lower demand for talent is the least able to supply most of the country, while the maximum demand for mid-level talent, but there is a great gap, senior personnel in our country there is a big gap, they show of cross-border e-commerce personnel structure is very unreasonable. Third, in the cross-border e-commerce in the transition process, the shortcomings of our imperfect service system exposed, not only return service system or dispute settlement systems are to be improved. Fourth, online payment and transaction platform insecurity is one of the main problems hinder China’s traditional foreign trade enterprises to the cross-border e-commerce transition, security risks online payment security risks and trading platform makes a lot of consumers and businesses for export online cross-border transactions prohibitive. These problems will seriously affect China’s traditional foreign trade enterprises to the cross-border e-commerce in transition.The fourth part, this section presents countermeasures that traditional foreign trade enterprises transform to cross-border e-commerce problems. Specific solutions are as follows. First, for the cross-border electricity suppliers trading process products are not suitable for consumer needs and characteristics of the cross-border electricity supplier, the foreign trade enterprises should understand the characteristics of cross-border consumption and choose the right product according to these characteristics, and business and government from proceed vigorously support cultivate well-known brand, the product structure reasonable adjustments. Second, since the cross-border electricity supplier personnel structure is irrational, this paper proposes to construct a reasonable cross-border electricity supplier personnel structure through cooperation and universities and training institutions and the use of high treatment-oriented role, so that cross-border transactions talent structure to adapt to the cross-border electricity providers of development and promote the transformation of traditional foreign trade enterprises. Third, for our imperfect service system should be established to deal with the return of overseas warehouse problems encountered in cross-border electricity suppliers to establish dispute settlement mechanism to resolve cross-border ODR transformation occurred during a series of disputes. Fourth, payment security risks and platform security risks so many traditional foreign trade enterprises and consumers for cross-border electricity supplier transactions have a lot of concerns on concerns only solve the security risks in order to lift the concerns of businesses and consumers, in order to allow both parties assured to participate, this section will explore the network security vulnerabilities blocked payment strategies in terms of technology, management, legal, etc., through the establishment of independent internet security risks will resolve to address the concerns of consumers.
