| With the development of urbanization and industrialization, rural land circulation has become the core issue in the process of land reform in China. Although rural land transfer system has been implemented for 13 years and has got some achievement, there are still some urgent problems need to be settled down in China. And this paper studies the problem in rural land transfer, aims to improve the value of land use, the status quo, the income of farmers, and so on.Firstly, the paper discusses the related concepts and theories of rural land circulation, then summarized the characteristics of land system and land circulation in each stage through the historical changes of the rural land circulation in China, and get the conclusion that a good use of land resources is constrained from the land system of peasant land ownership to collective ownership; Then the production enthusiasm of the peasants is promoted effectively by the household contract responsibility system in 1978. But the new system isn’t suitable to the economies of scale; therefore, it is necessary that land circulation system is proposed and implemented. Secondly, this paper discusses the problems of land transfer in Fuding city by applying the method of theory analysis, literature analysis, organizing method, comparative analysis and questionnaire survey method, analyzes the current situation of rural land transfer in Fuding,. The problem includes the ambiguous property rights, the non-standard contract, imperfect social security system and market mechanism of land transfer, difficulties of rural land transfer financing, etc. Finally, this paper puts forward the suggestions about the government countermeasures, such as clarifying property rights, regulating rural land transfer contract, improving the social security system. This study provides theoretical reference of promoting the industrialized operation of agriculture, accelerating agricultural development, promoting the farmers’ income. |
