The Study Of Land Consolidation Potential In Longhai City

In recent years, with the economic development and quick population growth in China, the land use is under the pressure of space and environment. The contradiction between space and the land supply and demand quantity is getting more and more prominent. Evaluating land consolidation potential, working out scientific land renovation plans, developing and utilizing land reserve resources reasonably, especially deve-loping reserve cultivated land resources are the important basis of ensuring total arable land dynamic balance. It means much to our special national conditions. Therefore, the land management field does some research on land management theories, land management patterns, technique, benefit evaluations and so on. This study determines temporal and spatial layout of land consolidation project of Longhai City by doing the systematic investigations and comprehensive evaluations on farmland consolidation potential, appropriate village reserve land resources potential, farmland construction potential and land reclamation potential and analyzing potential level and the ease or complexity of renovating. They are aiming at improving the ability of suitable develop-pment of Longhai City land resources, ensuring the healthy development of econom-ic and society and improving the farmers’living conditions.Based on the summary of land management at home and abroad, this study further discussed the theories and methods of land consolidation, then stated the definite methods and steps in county through investigations and fastidious. Combined with the data of farmland classification and grading, land use change, cultivated land quality grade, the overall land use planning, this study carries out a research for the land consolidation potential of Longhai City. This study systematic ally discussed evaluating methods of different kinds of land reclamation potential, such as:agricultural land consolidation, rural construction consolidation, appropriate reserve cultivated land resources and land rehabilitation.Based on the potential, this study confirmed the spatial-temporal layout of Longhai City from 2016 to 2020. After intensive study, here are my main conclusions:(1) In Longhai City, the total scale of land regulation can reach 12712.73 hectares, through consolidation, it can add 4565.49 hectares. Among it, appropriate reserve cultivated land resources covers the largest proportion, about 2989.60 hectares, a ccounting for about 65.48%; through agricultural land consolidation, it can add 869.53 hectares of cultivated land, accounting for 19.05%; through rural construction land consolidation,it can add 706.36 hectares, accounting for 15.47%. The main target of rural construction land consolidation is to implement the hook between city construction increase and rural residential land decrease.(2) Confirm the spatial-temporal layout of land consolidation projects in Longhai City from 2016 to 2020. During this period, the total scale of land consolidation projects in Longhai City is 2501.98 hectares, adding 509.62 hectares of new cultivated land. Among them, through agricultural land consolidation, the scale is 2181.54 hectares,adding cultivated land 226.2 hectares; Through the development of appropriate land resources,the scale is 296.27 hectares, adding cultivated land 259. 25 hactares; Through rural construction land consolidation, it can supplement cultivated land 24.17 hactares. In spatial distribution, most of agricultural land consolidation projects locate in Zini Town, Yancuo Town, Haicheng Town and so on. Rural construction land consolidati-on projects are mainly founded in Chengxi Town, Linxia forestry centre, Shuangdi Farm. Land reserve resources development projects are almost focus on Baishui Town, Gangwei Town, Chengxi Town and so on.(3)We can easily find that there is a regularity in the spatial distribution of land consolidation projects by analyzing land consolidation division. The township farmlan d consolidation which is along Jiulong River Estuary Basin owns the largest potential. The townships of southeastern and western part of Longhai City are suitable for developing appropriate village reserve land resources and rural land construction. All the city can be divided into three regions:Jiulong River Basin region, southeastern region and western region. Different regions can take different measures:Jiulong River Basin is suitable for farmland consolidation. It can aim at constructing high standard farmland and then, increase agricultural productivity. Southeast regions of the city can focus on developing appropriate reserve cultivated land resources; western region can aim at the comprehensive improvement of land, which includes the rural construction and agricultural land consolidation. It can bring about improvin g the living conditions of the countryside and promoting the integration of urban and rural development.
