Study On The Regulation Of Taxi Industry In Wenzhou

With the deepening of the reform and opening-up,the taxi industry in Wenzhou was developing rapidly.However.the lagging management mode.the imperfect regulations,the uneven professional quality of staff,the frequent and unclear changes in the taxi franchise,the imperfect service stations and the rampant illegal operation of the vehicle were also exposed in the process of the development of the taxi industry in Wenzhou.These problems impacted the order of the taxi industry severely,and had an adverse effect on the city construction and the related people’s life.In order to achieve the good operation of the economic development,the city construction and the transportation industry,a regulatory reform on the taxi industry in Wenzhou is imminent.In this paper,it will focus on analysis of the problems of the regulations on the taxi industry in Wenzhou and their causes based on clarifying the present status of the taxi industry in Wenzhou,and the taxi industry regulatory experience both at home and abroad.Finally it put forward policy suggestions to improve the regulations on the taxi industry in Wenzhou.The methodology of the paper is by using the theory of market failure,government regulation theory and related theories,through literature research,interview investigation method,inductive analysis and contrast analysis method.Then this article is divided into seven parts.The first chapter is introduction that demonstrates the background,significance,contents and methods of research both at home and abroad.The second chapter defines the concept of taxi industry,industry regulations then analyzes the theory of market failure,govemment regulation theory and related theories.The third chapter clarifies the present status of the taxi industry in Wenzhou.The fourth chapter analyses current situation and problems of the regulations on the taxi industry in Wenzhou.The fifth chapter analyses the cause of the issues from the taxi industry regulatory in WenZhou.The sixth chapter gives advice to the taxi industry regulations in Wenzhou by referencing the taxi industry regulatory experience at home and abroad.The seventh chapter puts forward policy suggestions to improve the regulations on the taxi industry in Wenzhou.In the regulations on the taxi industry in Wenzhou,studies show that monopoly leading to alienation,the ownership of "personal" taxi leading to ineffective regulation,the falling management of taxi industry leading the difference of taxi service and "gypsy" impact industry order. Therefore,it hindered the development of the taxi industry in Wenzhou,which causes widespread questioning and criticism from the public.Finally it will damages severely government public interest maintainer image.Base on the reasons showed above,Wenzhou should embark on regulatory reform.improve the government supervision and reinforce the supervision of industry by changing the government position,introducing the non-governmental organization regulation,encouraging democratic supervision.implementing types and quantity of license plate,improving the management regulation of transfer standard taxi,changing the original way of taxi management,establishing standard regulations,setting up industry association information dispatch center..enhancing the professional quality of the pilot,improving the mechanism of supervision and complaints.Therefore it can build a more perfect taxi industry regulation system by means of the implementing a series of effective reforms mentioned above.
