| With the rapid development of our economy and the continuous improvement of people’s living standard,more and higher requests for infrastructure construction are needed. In the case of a limited government financial resources,single financing channel can’t meet the needs of the way of development.Take to strengthen the construction of Port for instance,for a long time,new port construction is mainly rely on financial investment or the money which is loaned from China development banks,commercial banks by the sectors authorized by government,but the financing still can’t afford the construction of infrastructure.Fund shortage is always the block in the process of port construction.To put the BOT mode which has been accepted internationally into use is the main trend to solve the fund shortage problem of infrastructure construction and to meet the urgent need to build a new port.First,this paper briefly introduces the research status of the BOT mode at home and abroad, the concrete application of BOT mode in real life, the definition of the BOT mode, characteristics, form, the franchise agreement, advantages, disadvantages and so on. Then,on the basis of overall understanding of BOT mode,this paper explains the difference between the BOT project investment and general investment projects,and points out the concrete methods of evaluations of BOT project, including the financial evaluation and national economic evaluation. This paper’s argument is combined with the planning construction of the new port area named Xinzhou terminal BOT project in RongCheng port in Jianli county in Jingzhou city,and it puts forward the feasibility and necessity of this construction by predicting the various aspects which will be bring into the area after the project is finished.This paper also raises the prevention measures to the potential adventures of BOT project.Finally,it summarizes theoretical basis and practical experience for those people who will adopt BOT mode in the future. |
