On The Current Situation, Problems And Countermesures Of China’s Country Financial Regulation

Finance is the core of modern economy. Under the background of new urbanization, strengthening financial supervision have become increasingly prominent. Because of policy cultivate and internal market power, country finance grew very fast. Banks increase rapidly, non-bank financial institutions and quasi-financial institutions to emerge. Country financial institutions generally smaller body mass, poor operational practices, informal finance and private finance are intertwined, a strong risk of infectious. From a practical point of view, the current financial regulation have areas not covered. The Securities and Futures Commission only set up at the provincial level, the Banking Regulatory Commission to go to the prefecture level cities, The Insurance Supervision and Administration Commission only has five branches in the country, only the People’s Bank of China branches can go to the county. This architecture does not match the status of country finance institutions, which consisted of many small financial institutions. Thus the regulatory duties of local governments can only fall upon. Although our local government has in fact become an important force in local financial supervision., but local financial regulators lack of clear legal basis, regulatory power is relatively weak, especially in the county side. As underdeveloped western provinces of Ningxia, county financial development and financial regulatory issues have its particularity, and therefore require further discussion, in order to put forward more specific policy recommendations. This paper is divided into five chapters, the specific contents are as follows:Chapter 1:Introduction.this chapter offers the research theme. The latest research at home and abroad on the county financial regulation and found that the existing literature on the issues are still many blank. Therefore, the clue of research thought, research content and research methods are determined.Chapter 2: Theoretical foundation of country financial regulation. This chapter introduces not only modern financial regulation theory, but the differences between the country financial regulation and the city financial regulation, which offer foundation for further study.Chapter 3: Situations and problem of country finance of NingXia. This chapter first analysis the situation of economy and finance in Ningxia。Then study the relationship between economy and finance in Ningxia. After this,the research suggest that county financial institutions falls into five category, then identify one by one. Finally, the research give private finance special focus。Chapter 4: Situations and problem of country finance regulation system of Ningxia. This chapter investigates country financial regulation respectively from the view of the central bank’s branches and the local government financial management department. There are some problems in country financial regulation, including: first, the supervision weakening significantly; second, the supervision bodies are not sound enough; third, institutional dysfunction; fourth, the ecological environment is poor; fifth, other problems.Chapter 5: The reason why country finance regulation of Ningxia province is weak. This chapter analysis the reason country finance regulation of Ningxia province is weak from two ways. First the development of country finance in Ningxia is in head of the country fiancé regulations in Ningxia, the second the country finance regulation itself has some weakness.Chapter 6: Policy accommodations for improve county financial regulation. This chapter based on the situations and problems of country finance regulation system of Ningxia province and the reason why country finance regulation of Ningxia province is weak, and propose corresponding polity accommodations for tackle the problems of our county financial regulation.
