Since the Reform and Opening up for 30 years, economy of all regions has obtained tremendous development. With the deepening of reform, local government in different levels has gotten economic autonomy to domestic reform and external opening up for developing local economy. During this process, liability issues of local government began to emerge in public eyes. It’s scale, risk and management attracted wild-range attention. Liaoning province, as bellwether of northeastern industrial base in old days, after being through glorious days and decreasing, keeps rapid economic development in recent years which was stimulated by strategy that prospering northeastern industrial base. In the meantime, it accumulated liability issues itself.This thesis is based on financial risk matrix to divide scale liability of local government of Liaoning province and introduces conception of local government synthetic liability to be object of risk assessment. Then it constructs risk assessment model by combining AHP to calculate risk of comprehensive liability of local government of Liaoning province and get conclusion that current risk of ensemble liability is close to high-level. Next, I analyze risk of local government of Liaoning province would have negative impacts from perspective of economy, society and polity. Meanwhile, I analyze the reason which causes liability risk of local government of Liaoning province. Eventually, the thesis put forward suggestions to solve liability problems from perspectives of government reform and construction of fundamental frame of local government liability risk management in Liaoning province based on risk evaluation, analysis on reason and experience of other countries.
