Study On The Accessment Of Regional Industry Development Quality Based On The CAF

With the development of social economy and technology, the connotation of the concept of quality is constantly enriched. Traditional quality concept just focus on the sense of "low mass" concept tangible product quality, which can not meet the needs of social development, especially the government need "massive" concept in the more macro-level, and research in a certain area and a certain period of development of the quality of a particular industry or sector, helping to develop appropriate policies specific industry bigger and stronger, so as to promote the sustainable development of the local economy and society are also important parts of the government’ job.Automotive industry is closely related to the economic and social development, mass industry body, long industrial chain, local matching rate, strong driven power. Yangzhou seizing an opportunity, after 40 years of development, has build a characteristics automotive parts industry, which contains the leader of buses, special vehicles, and auto-parts industry bus chassis, engine, automotive plastic fuel tank, piston rings. Automotive industry has become the pillar industries in the city’s economy. To fully understand and master the city’s auto-parts industry quality, promote the transformation and upgrading of the industry, to achieve leapfrog development, Yangzhou of Quality and Technical Supervision for auto- parts manufacturers to carry out a thorough and meticulous the survey of quality development, using scientific statistical tools and methods to analyze industry overall objectively and multi-level, in order to find the quality of the development of the industry status quo and its main problems, and to make recommendations and strategies from the professional point of view, provide scientific reference for government decision.In this study, based on the European Common Assessment Framework(CAF) and the regional characteristics of the industry, Try to get an conclusion about the structure of industrial development dimension of the quality from the view of regional governance. On this basis, under the consideration of actuality build the relational model of regional industrial development the quality, and presents the results of dynamic factors theoretical assumptions. Yangzhou auto-parts industry as the research object, we collected relevant data through questionnaires, and analyze data by using AMOS17.0 and SPSS19.0 software, verify, correction, summary the initial hypothesis and the initial model for analysis. Through research and analysis, we get the following conclusions:(1)the good applicability of CAF model in assessing the regional industrial development quality;(2) because of the auto-parts industry in Yangzhou industrial property(the administrative division, business registration type, corporate life) is different, there are differences in the quality of regional industrial development;(3) the existence of regional industry a positive or negative impact on the relationship between the various dimensions.
