Non-operational urban infrastructure is the basic guarantee of urban residents’ production and life. Its construction not only embodies the governmental public service function, but also is one of important approaches in promoting regional economic development. Our governments at all levels have increased the construction input of non-operational urban infrastructural projects in varying degrees since the eleventh five-year plan. However, “investment, construction, management and use”, the traditional “four-in-one” management model of such kind of project exposes disadvantages such as low efficiency in construction, inadequacy in resource utilization and dissatisfaction in implementation management. Agent-construction system, as a new management model, rises in response to the proper time and conditions.Non-operational urban infrastructural projects are facing the situation whether they should resolve the shortcomings above by adopting the agent-construction system or not.Therefore, studies of applicability evaluation of agent-construction system should be carried out to provide references of whether to implement the agent-construction system in non-operational urban infrastructural projects or not.On the basis of relevant theories such as non-operational urban infrastructural projects, agent-construction system and applicability evaluation, this paper firstly selects the applicability evaluation index which affects the agent-construction system in non-operational urban infrastructural projects based on the theory of project management, establishes the applicability evaluation index system in the agent-construction system in non-operational urban infrastructural projects and builds its evaluation system. Then it gives evaluation to the applicability of theagent-construction system in non-operational urban infrastructural projects by evaluation models constructed by the AHP-fuzzy comprehensive evaluation method.This method mainly consists of two parts, AHP and fuzzy comprehensive evaluation method. AHP is used to confirm weights of every evaluation index in the index system;the latter is to give fuzzy evaluation to the evaluation scheme and then to get the final result of evaluation.At last, this paper carries out the empirical analysis to the applicability evaluation of the agent-construction system in non-operational urban infrastructural projects,evaluates the project of Qingdao Chongqing Road by the evaluation model constructed by the AHP-fuzzy comprehensive evaluation method, The feasibility of the evaluation model is verified by the project of Qingdao Chongqing Road, and puts forward references and suggestions to the perfection of the applicability evaluation of the agent-construction system in non-operational urban infrastructural projects in terms of the evaluation result.
