| The service industry is an important component of the national economy, the development of service industry is an important way to adjust the structure of modern economy, improve people’s living standards, promote the development of the market economy, optimize the allocation of social resources, expand employment, accelerate urbanization and improve the approach to the effectiveness and efficiency of the national economy as a whole. "The Twelfth Five-Year Guideline" proposed to develop the production-oriented services vigorously, refinement of specializat ion, reduce the costs of social transact ion, and improve the efficiency of resource allocation continuously. The service industry has become to the major growth point in the sustainable economic development, the production-oriented services become the core of the services industry gradually, also be a key factor that cannot be ignored in enhancing the competitiveness of the country or region. Therefore, the development of the production-oriented services is in line with the changes of the economic structure, an important driving force to promote the upgrading of services industry. It’s playing an unparalleled role in the development path of new industrializat ion.So research on the factors of affecting the developm ent of producer services can find the weaknesses in the development of producer services in Xinjiang on the one hand, on the other hand, through the studying of the reasons for restricting development in Xinjiang producer services can find out the optimizat ion of the Xinjiang Production and counter the measures to optimize the services industry in Xinjiang, to promote the economic development in Xinjiang.In the first chapter of this article, is the introduction. Firstly, introducing the research background and signif icance; secondly, combing research status, and gives a review on the curr ent situation, put forward the research content, ideas and methods on the basis of this article. The second chapter mainly introduces the related concepts and theories basic. First, defines the concept of classification and characteristics of producer services; second, expounds the theory of productive development and inf luencing factors of service areas, lay the theoretical foundation for future study.In the third chapter of this article, analysis the current development situation of producer service industry in Xinjiang.First, overviewed the general situation of the service industry development in Xinjiang; second, from the general and sub-sector areas in Xinjiang to do with the interpretation of producer services; at last, compare with other provinces and regions inside Xinjiang, to get a comparative analysis of Xinjiang Production Services’ Development.In the fourth chapter, based on the characteristics of producer services, through empirical analysis of the four aspects of productive service industry association, employment elast icity, gathering characteristics, labor productivity. The results showed that: First, producer services and manufacturing coupling coordination degree is less in Xinjiang, in a state of periodic coordination; secondly, the relat ionship between the productive service industry’s GDP and producer services employment remained relatively stable development; next, from the degree of gathering extent, that whole Xinjiang set in a low level of agglomerat ion; finally, total factor productivity the productive service industry of Xinjiang is the highest, the development of each industry is also the most balanced, do not has a particularly prominent in the industry.In the fifth chapter of this article, discusses the factors that influencing the development of producer services in Xinjiang through empirical analysis. The conclusion shows: the ranking of impacting on the development of producer services in Xinjiang is: Total Factor Productivity(TFPCH)>coordination degree>Economic Development Structure>Capital accumulation>Science Innovation> Economic extraversion degree>Human capital. The sixth chapter in this article is the conclusion and the recommendations. Make specific recommendations based on the results of the above analysis and conclusions. In the seventh chapter of this article is summary and outlook.
