How Policy-related Finance Help The Export-oriented Enterprises Transform And Upgrade

30 years since the reform and opening-up, China’s economy has achieved the success that attracts world-wide attention. However, with the 2008 originated in the USA, world-wide economic crisis continues, China’s economy can’t be the exception. The influence of foreign trade was particularly profound.This study focuses on how to promote transformation and upgrading of China’s foreign trade industry by using intensive policy finance, under the WTO rules. Data sources are mainly in Guangdong statistical yearbook and Shunde yearbook of recent years. Seriously study Shunde-typhoon of Guangdong foreign trade industry, the difficulties encountered in this crisis and how to promote the transformation and upgrading, out of the predicament will have a nationwide specimen significance.This paper can be divided into two parts. Chapter 1,2,3 are the first part. Chapter 4,5,6 are the second part. The first part uses the literature research. First point out what the policy financial and research emphasis of this article is, and then summarizes the dilemma faced by China’s foreign trade industry, and then expounds the traditional intensive use policy-based financial assistance problems of industrial transformation and upgrading of foreign trade in our country. The second part, first of all, demonstrates the interest rate marketization is a precondition of realizing the function of policy bank, and then analysis should be in conformity with the WTO rules was deduced to intensive use of policy-oriented financial resources to assist the foreign trade industry transformation and upgrading.Through case analysis, the paper gest the following conclusion:new type of intensive use of policy financial resources the way can not only help foreign trade enterprise transformation and upgrading, and also in line with WTO rules., therefore, should be widely promoted on the basis of sufficient demonstration again.
