Our socio-economic achieved a rapid and continued development, so the pharmaceutical industry as a class basic industry for people’s livelihood obtained high concern gradually. People concerned about the development of pharmaceutical companies and credit management as far as their health increasingly. Supplier stands a special position, which is the source of the enterprise in the entire supply chain. As a specific implementation corporate procurement target, supplier controlled the cost of procurement of all enterprises, affecting the source of profits. Evaluation and selection for supplier as one of the important aspects of enterprise supply chain systems, which constitute the basis for supply chain management. Pharmaceutical products need to go through 3-4 links to really reach consumers in circulation of our country, unlike Europe and other countries, consumers can buy directly. Vendor’s evaluation and selection of supply chain operation constitutes a premise, companies choose suppliers directly related to the cost of sourcing and procurement of quality companies, so the supplier selection problem for a theoretical study and discussion has an indispensable practical significance.This paper takes 10 suppliers, who supply 20 kinds drugs for a pharmaceutical company for example, based on the comprehensive evaluation of suppliers and selected as research, to improve the overall health of a company’s supply chain, supplier management in order to achieve lower costs, accelerate speed to market, increase market share targets.This article mainly includes the following four aspects:First, based on previous research by analyzing the methods and theories of suppliers at home and abroad to understand and grasp the supplier evaluation and supplier selection method and theory.Secondly, based on the comprehensive evaluation of screening index of five rules established contains 14 evaluation index system of evaluation using entropy method to obtain the weight of each indicator supplier comprehensive evaluation of weight and overall score.Once again, for the selection of suppliers using the current bi-level programming method in this paper, procurement model of the upper target is the minimum purchasing cost, includes purchase cost, transportation cost, fixed cost; Lower target is to choose the supplier portfolio to maximize the service level. This model can not only considering purchasing cost, also considering the credibility of suppliers such as comprehensive performance, compared to the past alone consider purchasing cost is more reasonable.Last, this paper use the algorithm that is a kind of electromagnetic algorithm to solve the bi-level programming model, this algorithm is to simulate a charged particle in electromagnetic field by other particles of coulomb force, thus moving, moving in the direction of the coulomb force, the electromagnetic algorithm is a kind of evolutionary algorithms, it has the features such as strong convergence, short-time consuming, etc.
