Electricity power has become the foundation and power of the normal operation of city and social development in modern society. However, recent several years see tensions of power supply and the increasingly serious imbalance of demand, which cause so many problems. The cost of power generation is rapidly increasing, the peak regulation is more and more difficult, the power supply reliability is sometimes dissatisfying. It is under such circumstance that power demand side management has been heavily promoted by the whole society to promote the electric industrial and environmental coordinated development, to cater to the main current market economic system need, to decline the consumption of power as well as the demand, as a kind of effective means.The paper concerns with power demand side management related issues. Basic content is as follows: describe the classical theory related to demand side, which lay a theoretical foundation for the research of power demand side management. The paper analysis the electric power market development background and product properties of power. It is the environment and characteristics of electric power product that makes it difficult to adopt fully market-oriented way of operation. The paper study the major methods and relative theories of power demand side management and find that current management focus on administrative method, and it is recommended to return step by step to a management method characterized mainly economic measures and technological means with supplementing methods of administrative method and guide method. During this process, deregulation will be increasingly important but government control still has deep necessity. The paper study the incentive mechanism of DSM with the aid of related theory, find ways to further process of implementation of power demand side management, create a good environment for development and improve the width and depth of the electric power demand side management. And uncertainty analysis method is used to carry out market analysis of implementing power demand side management, to provide basis of decision analysis for the electric power enterprise and the government to take effective means of demand side management.By analyzing the potential as well as the objective of power demand side management and implementation of ladder-type pricing and time-of-use price in A city, the paper set up the model to divide the gears positions and price the power product. The paper will give a method to improve the model and case analysis. At the end of the paper there is a summary of the whole article and some policy suggestions for the government.The 12 th Five Year Plan period and 13 th Five Year Plan see annual growth of 9.4% and 9.4% of A city power load, and it is expected in 2015 and 2020 that the whole society in A city power consumption will reach 980 and 125 billion KWH. This show mainly the peak power shortages, the further intensifying peak valley difference, while the maximum load growth volatility will also be further intensified.Therefore, based on theory research of the electric power and the management, connecting with the present situation of A city power demand side and electric power enterprise operational management knowledge from work, starting from the management, technique as well as economy, this article provides a more detailed analysis and research on a central city electric power demand side management, and summarizes the factors which has effect on the demand side and put forward proper strategy evaluation and strategic positioning.
