Research On The Success Criteria Of PPP Project

The government attaches great importance to PPP project gradually,PPP project increases day by day. PPP project involves many subjects,It generally has large investment, long cycle and wide impact. PPP project cannot implement smoothly without the support of the PPP project’s participants. Therefore, it’s not only necessary to describe the project’s goal situation, but also evaluate whether the participants achieve their goals. The paper mainly studies theory of stakeholder on PPP project and project success criteria, and establishes the success criteria evaluation framework of PPP project. The paper sets up the project success criteria and the evaluation index from the project’s objective perspective and the stakeholders’ perspective. The evaluation can assure comprehensive and scientific PPP project success criteria, and promote the overall effectiveness of PPP project. It not only has the innovation, but also has important significance in practice.From the project’s viewpoint, PPP project success criteria should realize project sustainable objectives including economic, social and environmental objectives in the project life cycle, therefore the paper build PPP project’s three-dimensional success criteria from the viewpoint of the project. From the viewpoint of the stakeholders, PPP project succeed or not depend on whether the project achieve the interest requirement of the stakeholders. This paper is based on the project success criteria, combined the theory of PPP project stakeholders, analyses the PPP project success criteria at different stages, and evaluates PPP project success criteria at different stages based on these theories, creates PPP project success criteria system, and improves the system with an example which makes PPP project success criteria more practical.
