It takes a long time and a great deal of money to improve the air traffic management(ATM) infrastructures safely and properly. Thus, in the past years of preliminary stage of civil aviation, the ATM infrastructures are provided by the government worldwide. However, with the prosperity of the global civil aviation industry, the disadvantages of government supplying of ATM infrastructures are more and more prominent. Enterprization in ATM industry has been prevailing globally since the 1980 s. At present, the Air Traffic Management Bureau of Civil Aviation Administration of China(ATMB.CAAC) is defined as a institutional organization, and confronted with further deepening and all-round reform. Study on commercialized financing system of ATM infrastructures has a quietly important theoretical significance and practical value.This thesis aims to provide available financing tactics on ATM infrastructures in commercial ways, and ask for more attentions and suggestions to financing policies of ATM infrastructures in China, via using several kinds of theories and research methods, which include investing and financing theory in infrastructures, quasi public goods theory, especially project finance theory and project division theory, and institutional analysis method, classify and comparison method, structural analysis method, and system approach, abstract and deduction reasoning.First of all, through an overall literature review on domestic and foreign research results of financing system of ATM infrastructures, summarizing the minuses of government-led investment and financing system in China, which is a single financial instrument, a rigid budget, lack of motivation, and as follows the developments of ATM infrastructures are lagged behind, the organization spirit of ATMB is slack.Secondly, based on the fund scale of investment in fixed assets from 2010 to 2015, this paper sets the target year to 2030, analyzes the infrastructural demands in the future 15 years, and the obstacle factors and existing problems which is confronted with ATMB.CAAC., and then put forward the financing measures to insure ATM safety, capacity, and productivity, namely, adopting commercial principles in financing of ATM infrastructures.Thirdly, the dissertation, on the basis of using the quasi public goods theory and the project division theory, distinguishes the ATM infrastructures as non-profit making, quasi-profit making, and profit making infrastructures. Correspondingly, introduces two categories of financing modes on concrete operational level, one is acquiring financial allocation, which contains civil aviation development fund, civil aviation specialty project fund, and depreciation fund; the other is to get project finance, which consist of direct project financing, BOT, ABS, and PPP. Subsequently, points out the financing risks in different financing ways, especially the social risks in ATMB commercial reform.At length, the study confirms that the commercial financing of ATM infrastructures has a bright future, and suggests to improve the policy frameworks, operating and dynamic mechanisms, and to norm the behaviors of market entities, which long range goal is to enhance the efficiency of ATM services in China, or even to provide transnational ATM services.
