The Research On The Circulation Of Rural Land Trust Flow

China’s agricultural culture throughout the history of 5000 years of civilization, "three agriculture" problem is always an important issue China socialist construction and integration of urban and rural construction, rural land has always been the core of the "three rural" issues and concerns. With the acceleration of the development of China’s economy and urbanization, a large number of farmers away from land to join the industrialization construction, abandonment of agricultural land, peasants and other problems become more and more serious, household contract land fragmentation, unable to focus on the use of to achieve the scale of operation. In order to guarantee the use, scale and mode of agricultural land use, the standard and reasonable circulation of rural land contract management rights are realized, and the problem of optimizing the utilization of rural land resources is imminent.This paper analyzes China’s current rural land circulation, because of China’s land transfer system is not perfect, the legal existence of the circulation of rural land is not clearly defined, the circulation of agricultural land laws and regulations are not in place,the transfer of agricultural land market mechanism is not perfect, the circulation of agricultural land price is not standardized, the rural financial system is not perfect and so on, to a great extent restricting the transfer of land. In this paper, combined with the western countries, property management, analyzes the domestic and foreign land transfer, land and foreign bank trust business together, the land as a portable assets,put forward the innovation of land trust land transfer of new ideas, the development of foreign land trust has been more mature, forms of organization and operation model has become a system, but our country in this field is still in the initial stage. In order to solve the current problems in the rural land transfer mode, optimize the way of transfer of land contract and management rights, realize the rational allocation of land resources, we need to introduce the new concept of Trust Land transfer. In this paper,using the method of economics theory, analyzes the necessity and feasibility of China’s rural land trust circulation, as well as our country to practice to explore the rural land trust. Although our country has a certain amount of practical experience in the field, but the relevant legal system is not perfect, land trust platform is not good, the rural social security system is not perfect and so affect the further development of land trust, in order to land transfer mode and socialization, perfect the rural land circulation in China,I China should actively carry out the perfect legal laws and regulations construction,rural land property rights system, the establishment of detailed content of farmland value mechanism, construction land trust bank, the establishment of a multi-level system of rural social security work assessment, the realization of China’s rural land contract management right transfer of the land trust, to ensure the reasonable and regulate the circulation of agricultural land to provide solid support for the system. The scale of agricultural production and industrialization.
