Study On Game Theory Of The Stakeholders In The Development Of Tongchuan Zhaojin Red Tourism Scenery

Red tourism, a comprehensive industry of tourism and patriotism education, develops rapidly under the encouragement of national policy in 2004 and much government supports. Rapid development increases the exploitation of red scenery which pays more attention on the life improvement of old revolutionary areas, while in the same time of promoting local economy, and advocates more help especially for early-liberated, minority nationality, border and poor areas encouraged evidently by development policy and compared with other type scenery exploitation. In the view of too many stakeholders involved in the exploitation, this process, a massive and complicated systematic corporation, interweaves with mutual benefits of core stakeholders, like government, developers and community, in which of especially community is drived by other two ones. As for more emphasis on the life improvement of community in the exploitation of red scenery, community’s benefits is attached more importance, but its participation is still rare. The researches of red scenery’s development focus on its social meaning and economic benefits, but pay less attention on the involvement scale and benefit balance of government, developers and community.This paper takes the promoting process of red scenenry in Zhaojin Town, Tongchuan City, Shaanxi Province as research subject. Firstly, compared the domestic and foreign research in scenery development of tourism areas and red tourism, it concludes the current research of related theory home and abroad. Secondly, it presents related theory’s content and defination in order to guide theoretically for the research of Zhaojin scenery. The analysis of founctions, interests, games in the government, developer and community of Zhaojin scenery shows the detail information of research area and its sucesses and problems so as to analysis deeply the background of timing, place, involvers which attribute to ’Zhaojin Mode’ and ’Zhaojin Speed’ according to interview for core stakeholders’ game in the development. In the aspect of community empowerment theory and social participation theory, this paper bulids a game model between government, developer and community to achieve the power restriction and interest balance for the three parts in scenery development.
