Strategy Research And Support Status Of Unemployed Persons Entrepreneurship In Tianhe District Of Guangzhou City

Since the late of 1970 s, Chinese government has been focus on social unemployment in different period, such as educated youth back to city, state owned enterprises workers laid-off and economic transformation. Since 2002, in order to support the unemployed entrepreneurs, Chinese government has promulgated and developed a series of supportive policies and measures, and achieved remarkable results. As one of the first national entrepreneurial pilot cities in 2009, Guangzhou was awarded "China Top Ten Innovative City". In July 2012, Guangzhou won the State Council issued the "pioneering advanced cities." Tianhe District is one of central districts of Guangzhou. Due to the rapid development of its economy and society, leading to the rapid adjustment of its industrial structure, the employment problems appear in Tianhe. In order to solve these problems, labor and employment department of Tianhe government implement the policy requires from uper government and formulate corresponding policies to meet the regional economic development needs. Now some new unemployment problems raise and bring new challenges to local government. This paper has practical significance and practical value for the local government to study unemployment problems and further improve service helping unemployed people to start their own businesses.This paper focuses on the needs of building a harmonious society, according to the current situation of Tianhe District in Guangzhou, it elaborates and analyzes how the unemployed start their own businesses, policy support from local government for the unemployed entrepreneurs, entrepreneurship training and mentoring, microfinance and entrepreneurship. Questionnaires and statistics and other research methods are used for figure out the defects of the policies in helping unemployed people to work in their own businesses, and to make recommendations. According to the characteristics of the unemployed, combined with social changes and other factors, the paper proposes the establishment of a sound business service system of unemployed persons which would improve the success rate of unemployed entrepreneurship and reduce government discount rate and bad debt small loans, so that the policies of helping unemployed can be implemented and the use of government’s limited resources would be maximize.
