Study On Outward Dircet Investment Environment Evaluation Of China’s Coal Enterprises

In recent years, with the speed of China’s foreign investment continues to accelerate,The regional scope of the foreign investment of the coal enterprises is expanding,and the investment way is also diversified.The investment environment is the key factor that affects the foreign investment of Chinese coal enterprises.The world coal resources distribution widely, Foreign direct investment of coal is not only related to the problem of stock assignment of coal resources,and it also involves hard investment environment such as local infrastructure and the environment of soft investment such as politics, law, economy and environment etc..The study on coal investment environment has important reference value for China coal enterprises to choose the right investment area,and choose the right way to invest in different investment environment.On this basis, we selected 20 countries which with rich coal resources as the research object, analysis of China coal enterprises’ s foreign direct investment environment. According to the investment risk minimization, Study the investment Optional countries’ s political and legal environment.According to the results of hierarchy analysis and clustering analysis, Germany, Canada, South Africa and other 10 countries have small investment risks, Brazil, Russia and other countries a little bit worse. Ukraine, Greece and other 4 countries have some investment risks. Secondly, investment profit maximization criterion based on the research,than using the factor analysis method to study comprehensive investment environment of coal investment alternative countries,getting the Comprehensive investment environment of the investment options in 20 countries’ s score and analyzed it.The results show that the developed countries represented by Australia,have high level of Social stability, high efficiency of government departments, good infrastructure, the mining rights management regulations,a comprehensive ranking of the good investment environment. They make the comprehensive investment environment better.In Brazil, Russia etc,the foreign investment policy is good, but Mining right management laws and regulations are not perfect. Greece, Ukraine, Pakistan and other countries, the overall investment environment needs to be improved. Chinese coal enterprise should try to avoid investment in these countries.Last, based on the the different characteristics of foreign direct investment,analysis the constraints of different investment modes, according to the results of empirical analysis of AHP and factor analysis,put forward the principle that the mode of foreign direct investment should matching environment,analysis the alternative investment countries that suitable for stake taking, Cross-border mergers and acquisitions, newly-built enterprises, Grassroots exploration.the research conclusion can provide reference for the coal enterprises’ outward direct investment way of decision-making and location choice.
