Five-year plan is the largest public policy in China. At present 12 five-year plans have been established in China.Yan Yilong(2013) have performed quantitative evaluations on the first eleven five-year plans, and found that the implementation levels were: "11th five-year plan"(0.75), "6th five-year plan "(0.53), “the ninth five-year plan(0.52), "8th five-year plan(0.42)", "1th five-year plan "(0.40), "10th five-year plan(0.32)", "7th five-year plan(-0.01)", "3th five-year plan(-0.09)", “the fifth five-year(-0.10), "4th five-year plan(-0.32)", "2th five-year plan(-2.41)". Why the implementation level of each five-year plan is not the same. What factors led to the huge difference of each implementation level? From the perspective of the operation of public policy, planning formulation and implementation process may affect the implementation level of five-year plan. How do planning formulation and planning implementation affect the implementation level? Which part plays the most important role? What is the internal mechanism? Taking the five-year plan of Chong Qing as example, this study verifies the effect of the planning formulation(including The quality of the planning and implementation process on the implementation level of five-year plan, through establishing empirical model of five year planning process. Then, evaluate a moderated mediator to test mediating effect between the planning formulation and implementation level. According to the research results, I put forward some recommendations to improve the implementation level of five-year plan.
