Great development of "ninth five-year plan" and "tenth five-year plan" changed the situation that Xinjiang backwards the whole contray, which reachs the average level on the level and scale. With the help of undertaking the domestic and foreign textile industrial transfer tide, it actively builds textile and garment production base for central Asia, Europe and the United States, which makes the "eleventh five-year plan" and "twelfth five-year" focus on construction of textile and apparel base and textile clothing trade logistics center. In the new period, with the construction of silk road economic belt and the investment Banks, on the one hand it develops a broader international market textile garment industry in xinjiang, on the other hand it also brings challenges for the construction of the silk road economic belt textile base in xinjiang. Therefore, at the time of market adjustment is powerless, which urgently needs the government to change function, this based on the market and through appropriate intervention to create a good development environmentas for the market main body, establish a good market order, rectify market failure, promote the sustained and healthy development of textile and garment industry.This article has three research emphasis: first is defining the concept of "transformation and upgrading", putting forward the three types of transformation and upgrading of textile and garment industry, and analysising the stage of transformation and upgrading of the textile garment industry in xinjiang and the development direction; second is the factor analysis of xinjiang’s textile garment industry transformation and upgrading, which through the factor analysis to find out the key point of the development of the textile and clothing industry in xinjiang, and find the swimmer for future policy formulation; third is the analysis of the xinjiang textile garment industry regulation effect. On the basis of determining the main factors that influences the textile and clothing industry in xinjiang, bing the regulation effect of test model, and to determine the implementation of the government regulation measures’ effectiveness in xinjiang, find breakthrough point for future regulatory reform.The article is divided into five chapters. The first chapter is introduction, mainly explained the background and significance of this study, the second chapter is the research review, from two aspects of textile and garment industry and government regulation to introduce the existing research literature, and provide theoretical support for the back of the empirical. The third chapter is the basis of this study, the analysis of the situation. Firstly it analyzed the present situation of xinjiang textile and garment industry development, then analysed the present situation and development direction of the transformation and upgrading of textile and clothing industry in xinjiang, finally studied the changes of the textile and garment industry regulation, the main field, regulation status quo and existing problems of xinjiang textile garment industry. The fourth chapter is the core part of this article. The first section through the selection factors of the development of the textile garment industry variables, bing the actual data of xinjiang to explore the main factors that influence the transformation and upgrading of the textile garment industry in xinjiang, the conclusion is that in many variables affect the transformation and upgrading of textile and clothing industry in xinjiang, the domestic oriented, technological innovation, and government policy are the main influencing factors of international demand, and combined with the reality of all variables results are analyzed. The second section has an empirical study on the regulation effect of the transformation and upgrading of textile and clothing industry in xinjiang. We built the regulation effect of test modelon the basis of conclusion that in the first quarter, namely the production inspection model and efficiency model, and made the specific quantitative regulation indicators. The results show that the government regulation has little effects on the output of the textile and garment industry, others promote the efficiency of the current in a negative phase. The fifth chapter is the policy recommendations section, provides short, mid-term, long-term path for the transformation and upgrading of textile and clothing industry in Xinjiang, and it provides a detailed policy Suggestions for regulatory reform of Xinjiang textile garment industry.
