Research On Concentrated Merging Village Under The Background Of Urbanization And New Rural Construction

China is a large agricultural country, the development of Chinese economy and society have long been restricted by the urban-rural dual structure. At present, China is in the important transition of industrialization, modernization of agriculture and urbanization. In the background of "new socialist countryside construction", "urbanization", "urban-rural integration", " linked to urban and rural construction sites " and so on, "concentrated merging village" came into being. " concentrated merging village " is important for breaking the urban-rural dual structure, achieving urban and rural development. By studying Dezhou city " concentrated merging village " cases, analyzing the characteristics of the various modes: the neighboring village merging--merge several neighboring villages; the transformation of villages converged--the villages into urban construction planning, to solve the problems which urban development left over; small towns absorb merging--guide the village to merge by urbanization leading, to lead the surrounding village residents focus to the town; strong village-lead--choose the village which has strong economic base, hard village leadership as a subject, to achieve a strong and common development by merging the surrounding villages; industrial coupling type--use characteristic industry to integrate villages; enterprise-lead--industrialization drive enterprises to integrate villages. Identify problems faced by the construction process: the subject is unclear, do not respect the wishes of farmers; not adapted to local conditions; spatial planning heavy and light industrial planning; lack of re-employment of landless peasants and rural incomes imminent; the increase cost of peasants’ living and bring inconvenience to the life. Analysis interests of the relationship between government and peasants, farmers, farmers and the enterprises, find out the cause of the problem, then find out solutions. Propose solutions for the problem: take farmers as the main body, protect the interests of farmers, adjust measures to local conditions; integrate various resources, raise various construction funds; make clear a regulation, comprehensive public opinion; develop the rural economy, improve the quality of the laborers, expand rural employment channels; establish guarantee mechanism for optimization of community management and service.
