China is an agricultural country of more than 600 million rural population, which has little amount of land resources per capita, and sharp conflicts between people and land, and thus efficient use of land is particularly important. "The three rural issues" has been the top priority of China’s socialist modernization construction since its rose,and also the key issue for sustainable development of China’s economy. The land issue is one of the core issues for "The three rural issues".Currently, the transfer of rural land is the primary means of land scale operation, which has been carried out in full swing all over China. It is now given full determinant role for market forces in allocating resources, since the goal of China’s economic reform is to establish and improve the socialist market economic system. And therefore, the market play the key role in the transfer process of the rural land, in order to optimize the allocation of land resources.The marketilization of rural land transfer is due to the following elements:on one hand, the constantly adjusting "the three rural issues" policy provided great support in recent years; on the other hand, the sustainable development of the rural economy and rural education and training promoted the marketilization. Meanwhile,the rapid development of modern agriculture under the context of market economy also created the suitable conditions for China’s Rural Land Market.This paper is divided into three parts: the first part focuses on the transfer related issues of rural land market in China, by defining the related concepts of rural land transfer, including rural land, rural land use rights market conditions of rural land circulation, et al. The next is basic content and forms of the rural land transfer market,of which mainly describe the subcontract, lease, mortgage, share of rural land use rights. It is introduced at the end of first part the several typical pattern of rural land transfer market: Shanghai Fengxian mode, Guangdong Nanhai mode, Wenling mode.The second part analyzes the existing problems and causes of rural land transfer market, including the imperfect land transfer market mechanism, lacking intermediary service organizations for land transfer market, the traditional strong sense of peasants on agricultural land, the existing risks in rural land transfer market, powerless management and weak supervision of rural land circulation and serious violations upon the rights of rural land circulation. These phenomenon is cause by the following reasons: imperfect institutional system for related land transfer, the lagging thinking of land transfer among peasants, the limited land resources and its low turnover rate.The third part concludes the policies for the promotion of rural land transfer market, which includes the establishment of a sound rural land transfer marketmechanisms, the development of regulate rural land transfer intermediary organizations, the improving quality of population, and the enhancement of the market concept, the establishment and improvement of the social security system in rural areas, the improvement of macro-control and management mechanisms for the rural land transfer market and the strengthening of related legislation for rural Land market.
