In order to satisfy the need for functional transformation, Chinese government has set up the goal of enhancing the efficiency of governmental agency, relieving the financial burden, changing the function of economic adjustment, balancing the relationship of power and duty between administrative agencies and establishing the service government as well as attempted to reform in the structure and system of administrative agency since the 1980 s. Due to the feature of being professional and monopoly, the Railway Ministry has long adopted the close-ended management mode featured by the comprehensive and well-developed system. The power of administrative management and economic management has been highly centralized. Under the background of the development of market economy, the Railway Ministry has been confronted with an increasingly more urgent problem of combining enterprise and government. During the huge ministry system reform in 2008, the State Department did not reform in the structure and system of Railway Ministry in view of the national strategy, economic situation and security issue. According to the Scheme for Institutional Reform and Functional Transformation by State Department in 2013, the Railway Ministry was broken down and integrated into China Railway Corporation.The logistics unit of China Railway Corporation is influenced by the reform in the structure and system and also faced with the new challenge posed by market reform. Due to the influence of long-term close-ended management mode and the burden-reducing measures to promote the independent operation of large state-owned enterprise, the logistics unit of China Railway Corporation should go through the market reform so as to cut loose from the financial support, achieve the independent operation and take responsibility for loss and profit.Different from other those logistics units in governmental agencies and large state-owned enterprises, the logistics unit of China Railway Corporation should not follow their experience blindly. In the face of the fierce competition in the service market, the logistics unit of China Railway Corporation should be engaged in solving the urgent problem of how to rapidly improve the competitive strength through reform with the limited resource and heavy work load.In order to further analyze the difficulty facing the logistics unit of China RailwayCorporation and explore the development mode and reform method, this paper has chosen the influencing factors of logistics reform in China Railway Corporation as the research object. By means of internal-external-factor analysis, this paper has identified and analyzed the influencing factors and constraint conditions for logistics reform. By making use of the three elements in the theory of competitive strength, namely service quality, brand influence and operation benefit, this paper has also classified those influencing factors and established a model devoted to competitive strength. What is more, this paper has also employed the method of fuzzy mathematics evaluation to analyze each influencing factor in a quantitative manner. Based on the evaluation score, those influencing factors have been arranged in terms of importance. The logistics reform in the company is also broken down into three stages as to the sequence of importance, namely restructuring stage, supporting transformation stage and subordinate market operation stage. According to the requirement for improvement in each stage, this paper has also provided the corresponding measure. To conclude, this paper has also predicted the potential risk in the logistics reform and offered the measure to prevent and control the risk.
