The Study Of Budget Performance Evalutaion On Basic Science Research Program

The object of this article is to take a close look at the problem of the budget’s efficiency management on basic research, while China is trying to promote the whole government’s budget performance. The China’s economy has just experienced a high speed growth time, which make the basic research funding got an unprecedented growth as well. However, the outdated funding management system has resulted in a lot of problem, even including some funding abuse. The application of performance based budgeting will help to strengthen the management of basic research funding, but the management on it should be different from general public invests because of the specialty and value of basic research. By taking CAS strategic priority research project as an example, this article analyzed the budget’s efficiency management system, including the frame of management, evaluation processes and methods, which is used in China now days and find out that we are lacking of modern concept and other methods while use the performance based budgeting to manage the basic research funding program. Furthermore, by comparing the situation in United States, some better theories and methods were also introduced here. If the budget’s efficiency management on basic research is implemented, externally, the independent thirdparty assessment agencies must be established which works parallel to the implement department. The mechanism of information disclosure should be perfected as well to bring pressure externally. And internally, from a process management perspective, the institutes which carried the program should perfect the internal control and incentive system to achieve compliance goal of funding using. And management system should reduce administrative intervention and repeated evaluations, to help the scientists cut down extra burden. About evaluation process, we should set rational time nodes in follow –up evaluation, major projects should take post evacuation in to consideration. Onsite inspection and talk with technicians, students should be encouraged during the evaluation. Evaluation methods is based on qualitative evaluation and aided by quantitative evaluation. Spending evaluation should be carried based on a modern financial Information followed-up system. The evaluation should take the characteristic of basic science when check completion on the task documents. In terms of audit, the credit of the institutes should be focused instead of inflexible too detailed audit.
