Research On Science And Technology Project Funding Under The Framework Of Public Finance

In recent years, China’s fiscal expenditure on science and technology increasing, provides a powerful guarantee to the development of science and technology.In the process of science and technology project management, however, there are problems such as financially scattered or duplicate, lack of scientific and transparent management, inefficient use of funds. In order to explore the solution to the problems, it’s very important to deeply analyze the current financial problems that exist in the supervision and administration of science and technology project funding.This paper uses the method of literature research, normative analysis and field survey, etc., from strengthening process management of science and technology project and improvement of regulatory system of project funding, it analyzes xx city’s project funding data and studies the regulatory situation. It puts forward although regulation has made many achievements, there are still problems like the system is unsound and management is not in place. The main reason lies in the project and personnel management system, management process failure, the imperfection of the performance evaluation system. Based on the analysis of the practical experience at home and abroad, combining with the regulation of xx city’s science and technology project funding problems, this paper explores solutions, including strengthening the system and processing management and improving the performance of evaluation system, to improve the scientific, the systematic and the informatization level, regulation of science and technology project funding and make a safe and efficient use of science and technology project funding.This paper is to put forward fund regulatory rationalization proposal of the project of science and technology and preliminary design of the performance evaluation system, and due to limited research depth and breadth, the proposed ideas need to be improved. In the process of the research, it needs to further strengthen operability theory and combine with the practice of in-depth study.
