China Customs’ fulfillment of non-traditional functions under the special historical background meets the requirement of the development of politics, economy and culture both at home and abroad in the new era, and promotes the scientific development of China Customs. At present, reform and reconstruction of the Customs’ functions has become the common topic for the International Customs. Accordingly, Customs in various countries have made kinds of practical exploration and carried out relevant theoretical researches. In consideration of China’s national conditions, China Customers should borrow beneficial experience from other countries, and make a thorough research on its performance of non-traditional functions in order to find a suitable strategy and practical way for its development. The essay focuses on the systematic analysis of non-traditional functions of China Customs from the perspective of an official in Customs. The essay consists of four parts which is based on the theories of new management, new public service and management by means of document research, comparative study, summary of experience, and system analysis. First of all, the essay analyzes some basic issues about non-traditional functions including the definition of non-traditional functions based on its essence and evolvement rule, the background and characteristics of the performance of non-traditional functions, and its four concrete classifications in present period as function of boarder protection, function of promoting the trade security and facilitation, function of port management, and function of establishing cooperative relationship with the business circles. Second, the essay reviews the practical experience of China Customs’ performance of non-traditional functions in two periods, including the summary of various achievements we have obtained and the analysis of challenges we will be faced with in next step. Third, it centers on the major measures of the International Customs and its enlightenment to the reform of China Customs regard to our own national conditions. Finally, the essay points out the relevant solutions to fulfill not-traditional functions in terms of making strategic planning, establishing a sound legal system, perfection of working mechanism and strengthen the comprehensive security.
