Research On Promoting Trade Facilitation For Shijiazhuang Customs

With the development of economic globalization,trade facilitation has attracted more and more attention,The World Trade Organization and many other international organizations have carried out in-depth studies on this issue,to enhance bilateral,multilateral and regional economic cooperation,and further promote the process of international trade facilitation.Taking the entry into force of the trade facilitation agreement as an entry point,this paper analyzes in detail the reform and efforts made by the customs authorities in China,especially shijiazhuang,in international trade procedures and procedures,applicable laws and regulations,standardization and improvement of infrastructure.With the aid of the "China Provincial Trade Facilitation Survey Report" of the University of Foreign Trade and Economic Cooperation,by analyzing the current situation of foreign trade development in Hebei Province,the horizontal comparison of domestic economically developed provinces reached the conclusion that the level of trade facilitation in Hebei Province is not high.In particular,in the three indicators of "access to information and transparency","trade partnership" and "fees and levies",Hebei Province's evaluation was "less convenient."Shijiazhuang Customs,as the direct subordinate Customs of the General Administration of Customs in Hebei Province,has 18 subordinate subordinate Customs of Qinhuangdao,Jingtang Port and Caofeidian.Shijiazhuang Customs shall,in strict compliance with the relevant requirements of the Agreement on Trade Facilitation,actively implement the reform and deployment of the General Administration of Customs and Hebei Province,constantly improve its management level,strengthen internal and external communication and coordination,and actively serve the construction of key local projects.We will earnestly improve the level of trade facilitation in Hebei Province and promote higher levels and higher quality development of Hebei's foreign trade.By using the methods of documentary analysis,empirical analysis and comparative analysis,this paper compares the specific provisions of WTO Agreement on Trade Facilitation with the reform measures of Chinese Customs,especially Shijiazhuang Customs,points out theproblems and shortcomings in the process of Shijiazhuang Customs promoting trade facilitation,and actively implements them.The countermeasures and suggestions are put forward in the aspects of reform and deployment,improvement of self-management level and serving local key projects.
