Housing is people’s basic living necessity. To live in a house is one dream of every family. In the refom of the housing system of our country, most lay stress on housing system reform in the city. As s matter of fact, the rural housing system should be equal to the housing system in the city, which should be unified into China’s housing system. At the national introduction of polices to support three dimensional rural issues, to improve the rural housing conditions in one great livelihood project of people. It can push the development of rural collective economic construction, improve social harmony and stability and accelerate urbanization as well as protect the environment. Therfore it will make a vital difference to the overall level of housing condition. By taking the pilot rural housing system reform being carried out on as the object of the research, the paper wants to sutdy some problems arising from rural housing system reform my experience in urban and rural planning in Ninghai for many years, with the help of administration, the article put forward some useful suggestions, hoping it can provide some help in theory.This passage is made up of five parts, the first of which is the foreword, including five aspects: first, it introduces the research’s background and its significance; second, it introduces the present situations of the research conducted by scholars from home and abroad and then evaluates them; third, it states the main methods of the article; fourth, it introduces the main contents of this passage; fifth, the innovations and shortages.The second part is the theory basis of the research. First, it makes a basic definition to the rural housing system, then it analyses the theory both of the system transfer and of the property.The third part introduces the process of the rural housing system and its features from two respects, first of which introduces the historical transfer of the rural houses and house sites in four history periods, and the second of which explains the four great features of the rural housing system in our country.The fourth states the current situations of the rural housing system reform in Ninghai and analyses them from four aspects. Firstly it introduces the present situations, then tells us the achievements after the reform is carried out. Lastly, it analyses some main problems of the system reform.The fifth part is aimed to improve the necessity and viability of Ninghai’s rural housing system reform.The sixth one is the suggestions about improving the rural housing system in Ninghai. It deals with four ways: first, we should speed up urban-rural integration; second, we should amplify the systems of new rural construction finance devotion; third, we should make the approval administration standard; fourth, we should set up the systems of rural land and housing property flow.
