Since 1960s, conflicts around South China Sea have been upgrading, which become more complicated as the interference from the outside countries. China has been holding the principle of "shelving differences and seeking joint development" But the principle does not help China to realize its effective and substantive control and management over those islands and waters in South China Sea area. This paper tries to propose a feasible plan, building South China Sea Economic Circle, to fulfill China’s management rights in this area, and form a cooperative frame with other countries in the area, which works also as the implements of China’s standpoints and principles on this problem. Arguments of this paper are arranged as four chapters.First, this paper concludes basis of proposing South China Sea Fconomic Circle (SCSEC), which proves that the plan is both necessary and feasible on perspectives of theory foundation, historical evidences and practical feasibility.The second section is mainly on the principles of building SCSEC, including the regional principle—to consider it as a regional problem but not only a national one, integral principle—to solve it through regional, cooperative, and credible institutes, and also global principle—to negotiate under the principle of tolerance and open attitudes. The goals of building SCSEC will also be clarified in this chapter. The third section depicts the boundary of SCSEC and then gives a brief planning picture of the geographical arrangement of economic belt, tourist belt and resource exploration area.The fourth section focuses on analyzing two supporting system of SCSEC. The first is the concentrated administration system supporting SCSEC, which starts from reviewing the historical existed administration institutes, then discusses the current system and its problems, which works as supports to conclude by proposing a powerful administration system to realize China’s sovereignty in South China Sea. The second is the cognitive community supporting the operating of SCSEC. A cognitive community system should base on the existing immature community within China, which will work as a fundamental of an international community. The prerequisite of this community is to meet the needs of knowledge authority. Then a directing institute to instruct and inspire communication is necessary. Finally, the implement and amendment of consensus would be fulfilled by a normalized negotiation platform about all relative issues.
