Study On Problems And Countermeasures Of Digital City Management Of Qingdao

With the speeding up of cityization process, it becomes difficult for the traditional city management mode to meet the needs of the development of the city and the citizens. Meanwhile, the development of information techology provides technical support for the city management mode innovation. Digital city management mode comes into being. Digital city managemeny by updating the concept of city management, recreates the procedures of city management, using information technology such as the Internet in city management. The methods, such as thousands of meters unit grid management and the center "two axis" management system, optimize the performance evaluation system, and realized the refinement of city management.This paper takes digital city management as the research object, based on the new public service theory, the polycentric governance theory, the theory of seamless government theory and the citizen participation theory. This paper analyses the current situation of digital city management of Qingdao, pointing out the current problems existing in the digital city management, during which is city management system and mechanism being not suitable for the development present situation, the coverage not wide enough, the application types to be extended, the information acquisition team not adaptive, performance appraisal wihout external supervision mechanism, etc. Through learning from advanced experience both at home and abroad, such as the United States, Singapore, Chaoyang district of Beijing, Hangzhou and Yangzhou, this paper puts forward some measures to imp-rove Qingdao digital city management as follows. The government and citizens should realize the importance of digital city management, accelerate the legislation of digital city management in Qingdao, adjust the digital city management system, provide aaple and stable financial support, integrate resources, set up the system of "Large city management", establish scientific comprehensive performance evaluation system, strengthening assessment, strengthen the application of assessment results, set up unified digital city management information collecting team, improve the staff’s service quality, etc. These measures will benefit and innovate the late construction of Qingdao digital city management.
