Owning to the advances of the information technology these days, new demands forthe city managers are put forward in the process of the urbanization. In this light, as anew model of municipal management, the Digital City Administration (DCA), whichachieved its success in Beijing, Shanghai and Hangzhou etc., has aroused much concernamong the academic researchers and city managers. Attributing to the2008BeijingOlympic Games, Qingdao was approved of its digital revolution by the nation finally andhas gained achievements during this process; however, there is still some insufficiencydue to the constraints of the traditional administration system. Therefore, it is of vitalsignificance to carry on researches on the DCA system and enhance the city managementlevel.In this text, the author described the current condition of the DCA system inQingdao where a Two-Linkage mechanism has been founded since this system launched5years ago. However, though the DCA system in Qingdao is continuously improving,there are still some problems, like unclear powers and responsibilities, low efficiency andprofessional deficiency etc. in this process due to a series of superficial understandingand mismanagement of the system.Drawing on the successful domestic and overseas experience, the author evaluatedthe behaviors of the city governments in their execution of the DCA and proposed sometuning recommendations based on the new public management theory. Specifically, thecontradictions and conflicts in the city administration should be resolved by a series ofremedies e.g. instilling the concept of DCA, ameliorating working mechanism,cultivating talents and establishing security for the DCA system, thereby beautifying thecityscape and enhancing the efficiency for the city management.
