The Research On The Internal Monopoly Management And Supervision Mode Of The Tobacco Industry In Shandong Province

With China’s economy stepping into the "new normal" phase, the tobacco industry is facing with more and more serious sales situation at home and abroad. In the meantime, the approach of the demand turning point confronted the cigarette industry and tobacco farming with bigger problems. Therefore the administrators have to take the challenge of how to exert the advantage of tobacco monopoly system, making a difference on tobacco production, cigarette marketing and internal standard management as well.Based on the monopoly franchise system, this paper is mainly about the study on the mode of internal monopoly management and supervision carried out by Tobacco Monopoly Bureau in Shandong Province. It states the importance and reality of the internal management and supervision of tobacco industry. The method of System Theory is adopted in the paper, which is based on the precious research, it analyzes the present situation of internal monopoly management and supervision system by means of in-depth interview, questionnaire, inspection, investigation and assessment, indicating one-sided perspective, the backward construction of system, the weak market foundation, the low quality of the internal management personnel and the incomplete long term system. The fundamental reasons for these problems are also analyzed, including special institutional factors in tobacco industry, the lack of awareness of the importance of internal monopoly management and supervision and the correct view of the relationship between the regulation and development, etc.This paper comprehensively uses the qualitative and quantitative methods to optimize and redesign the objectives, principles and development planning of the internal monopoly management and supervision of tobacco industry in Shandong Province. According to time sequence, three principles of supervision, method of analysis approach beforehand, method of contrast and method of backward inference are studied and risks are assessed in this paper.In view of the analysis of the existing problems in the mode of internal monopoly management and supervision of tobacco industry in Shandong Province, it presents the safeguard measures of optimizing and improving the mode. Only in scientific and reasonable mode can the national interests and the interests of consumers be firmly protected, thus establishing a good image of the tobacco industry with responsibility, honesty, obeying laws and harmony.
