Investingation On Implement Situation Of Strengthen And Benefit Farmers Policy In Jialing Area Nanchong

Agriculture is the basis of national economy. As a great population and agriculture country, how to solve three agricultural problems probably is not only connected with economic development and social stability, but also connected with smoothly building well-off society in an all-round way. At the beginning of new century, China considers enriching and perfecting strength and benefiting farmers policy as an important method, and has published a series of helping agriculture policy including reduction in agricultural tax and construction of new socialist countryside.Public policy theory thinks the essence of public policy is a distributor of benefit, and all policies embody distribution and adjustment of benefit eventually. As an important public policy, strengthen and benefiting agriculture policy aims at redistribution and readjustment of benefits, and makes both countryside and farmers benefiting more from social economic development process. So this study considers the implement situation of agriculture policy as research area, chooses a great western population and agriculture county which is Jia Ling Area in Nan Chong City as sample. The study comprehensive uses new public management, public service and public policy as theory, and uses theoretical analysis, investigation and expert consultation as method, further researches on the status of benefiting agriculture policy in Jia Ling area Nan Chong through four aspects, namely governmental executive policy situation, effect of policy promoted agricultural social economic development, effect of policy keep helping famers increasing their income and satisfaction of famers with benefiting policy.The study specifically researches by using literature research, statistical analysis, interview and group study, and comes out three results. Firstly, agriculture policy promotes rural economical development effectively, and development speed is higher than policy published. Secondly, agriculture policy helps increasing farmer’s income effectively, and increasing speed is faster than policy published. Finally, satisfaction of farmers toward policy is high. Meanwhile, the study deeply research four aspects founded in investigation process, which is policy itself, policy implementing subject, object and environment, and analyses through five factors namely economy, politics, society, nature and human. Basis on that, the survey designs basic clue to perfecting agriculture policy should make greatest effort, promoted by low, stabilization policy and reform and innovation. Six specific suggestions are offered which is perfecting policy and execution mechanism, building scientific feasible policy system, exploring way pushing integrated rural reform, improving rural social security system, improving farmers’ producing and living condition, and exerting farmers’ main role.
