Investigation Of Nomads Settlement Project In The HY County In Pastoral Areas Of Sichuan Province

Since reform and opening up, our party has led the people to make the national economy develop rapidly through vigorous effort. At the same time, China is a united multi-ethnic socialist country, and ethnic issue is one of the major problems which must be dealt with in the construction of socialism with Chinese characteristics. Promoting economic development in ethnic minority areas is an important guarantee for national equality, and China has adopted a series of policies to help minority areas to develop economy, which has achieved remarkable results.Since 2008, the nomads settled project has been implemented in seven provinces and autonomous regions, which has made scattered herdsmen be moderately centralized in areas with better social and economic conditions. Since 2009, Sichuan province has implemented nomads settled project and 9 plus 3 education project and public health development plan in Aba,Ganzi and Liangshan.The public management function of the government is reflected in improving the life, medical treatment level, education, and society welfare. This is a complicated system project, and we should follow up the construction situation of settlements and existing problems to get the true need of the nomads. Only in this way, can we make sure that the government’s public management function is efficient.This article first illustrates the research background, research meaning, domestic and overseas research status, and reviews theoretical basis- public products theory, public service theory and society adjustment theory, and then makes an introduction to the main achievements of Sichuan nomads settled project, including tent new life project, "9+3."free education project and public health development plan. Based on this, the article gives out the research method of HY nomads settled project. And then states how the questionnaire survey is carried on. The result of the questionnaire is the basis of following analyses. Based on questionnaire survey and interview, we can find out the effect of the nomads settled project on the life of nomads and the existing problems. Related reasonable analyses and suggestions will be given out in part 6.Based on the status quo of HY County, through investigation and research on the settlements issue, this paper puts forward the improved measures and suggestions, which is expected to provide some help for further development of HY County in nomads settled project, and play a certain reference role for other nomads settled project implementation.
