Study On The Effect Of Incentive Policy About The Independent Innovation Of Small And Medium-sized Enterprises

Independent innovation is the source of a country’s core competitiveness, Not only can reflect a country’s potential for economic growth,at the same time reflects the ability of the sustainable development. Small and medium enterprises is one of the fastest growing technology innovation strength, they play the huge role in the promotion of "innovation drive development". In recent years, the ability of independent innovation of small and medium-sized enterprises has been greatly improved in China. But some problems such as the policy system is not perfect, lack of coordination between policy, policy implementation ability, seriously restrict the capability of independent innovation of small and medium-sized enterprises further enhance in china.This paper analyzes the relevant researches on the theory of independent innovation and independent innovation policy, has a further discussion on the connotation of the concept of independent innovation; clear positioning the government, enterprises, universities and research institutions, constructs the network relationship between the various subjects; after the study on localization the mechanism, the effect of specific policy, construct a relationship spectrum about the mechanism of action、the effect and the information feedback of the policy of independent innovation of small and medium sized enterprises. This paper compares the innovation policy between China and the developed countries. Summarizes up the specific policy measures that China can use for reference, borrows the effect model of Vedung’s Policy evaluation,evaluates the effect of the effect of fiscal policy, government procurement policy, talent policy, the cooperation policy and intellectual property rights protection policy in the independent innovation system, uses the questionnaire as the sample, By using the method of principal component analysis Processing the data of the questionnaires.The results of data analysis show that the Policy of capital and technology to promote the most obvious effect, but due to the relevant departments of the publicity and enforcement is not enough, Some policy did not achieve the desired objective, the Comparative analysis shows that the innovation Policy have some questions such as law is not specific enough, the pertinence is not strong, the lack of complementary policies, the policy system is not perfect.Based on the above study results, this paper puts forward some suggestions such as pay attention to promote synergy effect between policies, improve the financial investment proportion, increase the tax relief efforts, Pay attention to the construction of infrastructure and innovation platform, strengthen the publicity and enforcement of relevant policies,In order to improve the independent innovation ability of small and medium-sized enterprises.
