With fast urbanization, industrialization and urban population growth, a sharp increase of demand for urban construction land is witnessed. However, due to the limit of the urban-rural dual structure (household register, land property rights, etc.), some of the rural population are displaced to settle in the city with their rural house site in the countryside. This situation leads to the idleness of rural house site and the waste of land, which presents a great potential in rural land consolidation. According to the urbanization report, by 2025 there will be 33.5 million rural populations moving to town, with 2.513 × 105 km2 rural house site lying idle per year. In addition, the unreasonable structure of urban and rural land use exacerbatesthe contradictions between human-beingsand the lack of land resource. Therefore, the Ministry of Land and Resources pubulished a series of policy regarding the rural house site exit to revitalize the stock of rural construction land to alleviate the land use pressure on uran construction land expansion. As farmers are the most relevant group to the practice of rural house site exit, the policy should be implemented on the basis of respecting farmers’ aspiration, safeguarding famers’ rights and improving famers’ satisfication of rural house site exit. Only by the means can the government conduct the rural residential reorganization smoothly, promoting the rural house site exit policy implementation.This study uses the pilot implementation of rural house site exit policy in Wuxi city as an example, analyses the famer’s willingness and satisfaction to the rural house site exit, explores the implementation mechanism, and discusses the problems with the survey of farmer’s willingness. The main research contents are as follows:(1) Rural house site exit policy reviewand Wuxi rural house site exit policy analysis.First, this article sums upthe status of rural house site use in recent years, reviewing the rural house site exit policy, summarizing the characteristics of the local rural house site exit practice. Second, this article analyzes the background of Wuxi rural house siteexit policy publishment, expounding the policy content and characteristics of Wuxi rural house site exit policy. Third, this article describes the general situation of the rural house site exit projects in Huishan District and Xishan District in 2011, including the farmer settlement. Last, this article analyzes the implementation effect of Wuxi rural house site exit policy systematically.(2) Rural house site exit policy willingness empirical study. Based on the design of questionnaire, this article studys the famer’s rural house site exit willingness of 91 peasant household in Wuxi rural house site exit pilot (Huishan district and Xishan district) by questionnaire. Using the binomial logistic regression model, this article analyzes the influence factors of the willingness of rural house site exit. The results show that:71.93% of the famersare satisfied with the rural living environment; 63.16% of the famers are willing to exit with compensation; The following affectpositively on the willingness of rural house site exit including education, number of children and elderly people at home, rural house site area, and the negative factors are of age, housing construction costs, and livingsatisfaction; there is a significant differencein terms of large rural house site exit willingness between Sanlian Village and the other two villages.(3) Rural house site exit satisfication empirical study. This article surveys 90 households that has already exited rural house site to study the satisfaction. Using ordered probit model, this article analyzes the characteristicsof farmer personality, family, policy and living.The results show that:61.11% of the interviewed residents aresatisfied with the rural house site exit project implementation; 50% of the families’ annual incomehas increasedafter the exit;the residents’living expenses increased significantly after the exit; the satisfication has a positive correlation with age, original house area,original houseservice life, new housedecoration costs; original house area, houseservice life and move time effect the satificaiton significantly in Xinhu residence; age, orignal house service life, move time and new house decoration costseffect the satificaiton significantly in Jinhui residence; age, original house area, houseservice life, move time andnew house decoration costscause the higher satisfication in Xinhu residence than Jinhui residence. |
