The 21st century is a century in which marine economy has gotten vigorous development, and developing marine economy has become the consensus of the world at the present stage of development.Marine fisheries economy as one of the mainly parts of the marine economy plays an increasingly important role in promoting economic development and improving people’s living standards, and in our country, the output value of marine fisheries economy has also made considerable progress and plays an important role in the national economy after 30 years of reform and opening up. However, we can not ignore the series of problems exposed in the developing process,particularly in relation to traditional fisherman’s transferring jobs.It has been more than 10 years since the Ministry of Agriculture launched double-transfer policies,and the effect was obvious in the first few years:fishing production appearing negative growth,the number of fishing vessels and fishermen declining sharply.But there are still some gaps between the implementation effect and anticipating objectives of transferring job policies for Chinese coastal fishermen during these 10 years:overfishing and the deterioration of Marine ecological environment, fishermen regurgitation occurring from time to time,marine fisherman’s surplus becoming an fact etc.The above description indicates that the implementation of the double-transfer policies seems to encounter an unprecedented bottleneck, and it is necessary to examine and reflect these policies once again.To help our country’s fishermen transfer jobs smoothly, promote the economic development and social stability of coastal fishing areas,improve life quality of the fishermen,based on the successful practices and lessons about transfer jobs coming from some typical fishery areas in domestic,this paper analyzes the advanced fishery management experiences of the international big fishery countries, especially the developed fishery countries in Europe and America in order to do some small contribution for system designing and policy making of the practice of coastal fisherman’s transfer jobs in our country.The paper is divided into six parts:The first part, the introduction, includes research background, meanings, domestic and international researchgeneral situation and the domestic research development.The second part introduces some basic concepts and theories such as fishermen, transfer jobs and so on. The third part, taking some typical fishing villages (communities) in Qingdao as examples, discusses the current situation of coastal fisherman’s transfer jobs and deeply analyzes the achievements and encounters of transfer jobs our country. Combining the problems brought in double transfer, the fourth part analyzes the similarities and differences between domestic and international marine fisheries workforce, and lists and discusses the advanced practices and management experience in foreign countries so as to seek some enlightenment for fisherman’s transferring jobs in our country.The fifth part proposes solutions and road choices for coping with our coastal fisherman’s transferring their jobs by drawing lessons from international advanced management experience and the measures promoting fishery surplus labor to transfer jobs.
