Rural highway like a "blood capillary" of highway transportation system that go deep into the rural area, combining with a large number of nodes, such as urban, countryside, rural markets, industrial zones, tourist attractions, mineral resources developed areas. It play a significant role in promoting construction of new socialist countryside and new urbanization. But, the planning and construction of rural highway network currently does not get enough attention in China, there are blindness and arbitrariness, the scale and layout of road network always is lagging behind economic development, and seriously restricts the economic development in rural areas. In addition, the present research on the planning of rural highway network mainly focus on the province or city level, but pay little attention to county level and below.Therefore, the study of the scale and layout of rural road network has particularly important practical and theoritial significance at the county level in the context of construction of new socialist countryside and new urbanization.From the perspective of the new countryside, this paper have studied on focus on rural highway network in FuAn city. In the first, we discuss the effect of the rural highway network to agriculture, farmer, countryside with the definition and function of rural highway network. Secondly, we analyze the current situation of rural road network according to the road network scale, connectivity, accessibility, technology level, road conditions and maintenance condition, and summarize the problems existing in the rural highway network planning and construction incontext of the constrution of new countryside. Then, according to construction of new socialist countryside, the social economy and the comprehensive transportation situation, we analyze their demand for rural roads, on the basis of that, we predict the scale of rural highway network by using the coefficient method, the connectivity method and time series method; by using multi-objective programming to confirmed the constrained condition, hierarchical structure of the rural road network is optimized; thus from the new rural construction, economic and social development, natural conditions, tourism resources, the overall urban planning, tourism resources, transportation hubs, national and provincial trunk layout, industrial layout and other factors, we explore the impact that those factors to the rural road network layout. Meanwhile, by using node important degree method, expert empirical method, closed loop method and four-stage laws, layout plan, the final layout of the program, is built; finally, from the rural road network own technical indicators and its impact to socio-economic, ecological environment, we evaluate the reasonableness of the layout plan. and put forward the policy proposal to protect the healthy development of the rural road networkfrom the perspective of the new rural, financing channels, the conservation and management, the view of planning, the ecological protection, the guide of publicity.By using a combination of some quantitative and qualitative method. we systematically study the planning and construction of rural highway network. there is a new job that we put the perspective of new cuontyyside and the connectivity and accessibility of rural nodes throughout the plan. we are expected to provide certain theoretical support and realistic guiding meanings.
