Good cooperation to Chongqing and achieving their own development depend on it have become the consensus of all areas adjacent to Chongqing. With the background of the construction of Chengdu-Chongqing economic zone, Linshui county of Guang’an, accepts supports and dances with Chongqing, performs a wonderful "supporting role". In the cooperation of Chongqing, Linshui is truly a "supporting role". However, compared with the surrounding areas, Linshui has already taken the initiative with its accurate positioning, active integration and high quality in activities of the integration in Chongqing and undertaking industrial transfer. 70% of the companies of economic development zone in Linshui come from Chongqing; 80% are to match to Chongqing; 80% of export agricultural products sales to Chongqing; and 62% of tourist reception come from Chongqing. Especially in inter-district, it’s the key that the district can stand out and perform excellently to absorb investment. Investment environment is a comprehensive concept, is the comprehensive reflection of level of its economy and society. Investment environment and regional economic development are closely linked which mutual influence and mutual restraint. The regional economic situation directly determines the merits of the investment environment, and the merits of the investment environment in turn affect the direction, flow and structure of production factors such as capital, technology. In the mutual influence, ultimately lead to the economy structure in the whole community. In recent years, Linshui government achieved some success which vigorously implements the "industrial county" strategy, adhere to the investment idea that "main to Chongqing, breaking the southeast, into Jiangsu and Zhejiang". The growth rate of Linshui industrial added value ranks first in Guang’an, which shows a good momentum of development. But at the same time, a set of problems such as poor infrastructure, small-scale and a limited number of settled enterprises, short-chain, non-obvious cluster advantages restrict the further development of Linshui economy.This paper aims to study the win-win collaboration model of Chongqing and Linshui, analyze the collaboration effectiveness in the aspects of policy butting, industry and infrastructure matching, interpret breaking inter-provincial differences, administrative region restriction, regional competition, and then to develop "supporting role of the economy of Chongqing" and achieve objectives by corner overtaking. Linshui strengthens then further exchanges and collaboration with Chongqing by using its own regional characteristics, playing to their comparative advantages and seizing the opportunity of Chongqing-Guang’an wide economic and trade cooperation. Break the administrative barriers from four aspects: First, start from senior government officials, strive to establish long-term interaction mechanism between the two places; second is to accelerate the docking to Chongqing, focus on strengthening development planning, policies docking, actively undertake the transfer industry of Chongqing or matching Chongqing;Third is to actively build a financing platform for further studies or seeking provincial, municipal financial policies; Fourth, implement cooperation to build gardens, tax sharing, mutual benefit and win-win; Ultimately achieve accessible economic exchanges and cooperation.
