The greenhouse gases increasing is the main reason of the climate warming, problems caused by the climate warming threatening human survival and development, energy conservation and emission reduction is the basic requirement to the high-pollution industries who as the most important component of the national industries, and achieve to the industrial transformation. Industrial transformation is an important stratagem of industry development. When there is a great change in exterior surrounding and interior resource distribution unequally and structure unreasonable, the industry development faces numerous difficulties. For the long-term and sustainable development, it needs to upgrade itself to solve the interior and exterior contradiction. Printing and dyeing industry is the typical high-pollution industries, which is low profit but high energy consumption and high emission. This industry comes up against much restriction especially in the energy conservation and emission reduction.The demonstration research shows that, as the typical high-pollution industry Zhongshan printing and dyeing industry has six big problems in energy conservation and emission reduction, which are weak awareness of environmental protection; poor management; poor product structure and wasting of resources; inadequate investment in R&D and lack technical support; no energy consumption evaluation system; imperfect law system and imperfect supervision mechanism. Focus on these problems, this paper put forward countermeasure to the printing and dyeing industry for the enterprise’s transformation and the industrial transformation. As the enterprise itself, it needs to import advanced environmental protection equipment, upgrade the technology, increase the R&D and handle the core technical, meanwhile improve the management and enforce clean production to achieve the whole enterprise’s transformation. For the industry, it needs to draw up the motivation measure and industrial policy orientation, and then eliminate backward enterprises, encourage reorganization of enterprises, take the road to industrial cluster. The industry still needs to improve the headquarter economy; strengthen international cooperation to reach the industry transformation.For further research, this article point out that the high-pollution industry bear the internal constraints such as the structure, organization, pattern and distribution problems and external pressure, the industry cannot development without transformation. The high-pollution industries can transformation in four stages, the first stage is technical innovation; middle stage is to set up self-own brand; sprint stage is change to recyclable economy mode; then the last stage which can finish the transformation is resource utilization and internationalization. In all, the enterprises are the main body of industrial transformation of the high-pollution industry. Enterprises, government and industry guild must work together to facilitate the industrial transformation.
