Talent Guarantee Policy Analysis Of Mianyang City Government To Support Sme Development

In new century, the scientific enterprises of Mianyang have developed rapidly, which has made a tremendous contribution to our countries’ economic and technological development. But the development of these scientific enterprises is restricted heavily by lack of scientific talents. Due to the imperfections of the corresponding policies, this paper analyses the reasons and uses the developed countries’ talent policies, proposing scientific talent policies which is suitable for Mianyang. These policies are useful for solving imperfection of scientific talent problem. This paper’s main work includes:1. Status of SME research Mianyang supply of talent and the reasons for lack of scientific and technological talent. The introduction of high-tech talent cultivation status quo situation and analyzed to study the shortage of high-tech talent subjective reasons and objective reasons, pointing out the missing personnel security policy is an important reason for lack of scientific and technological talent.2. Study of SME Mianyang existing personnel security policy, pointing out that the current lack of personnel security policy content of, according to the United States, Japan and Germany, personnel security policies on science and technology enterprises, improve Mianyang security personnel policies.3. Research Mianyang existing talent incentive lack of SME policy and to study the United States, Japan and Germany talents incentives proposed for the high-tech talent in Mianyang incentives.4. Research Mianyang personnel security policy in the implementation of the existing problems, and the experience of developed countries, made suitable for personnel security policy enforcement measures in Mianyang City.By researching scientific talent policy’s formulation, this paper gives suggestions for Manyang’s scientific talent policy’s formulation.
