Employment is vital to people’s livelihood. Solving the employment problem and realizing full employment has always been the focus of governments around the world. The Eighteenth National Congress of the Communist Party of China pointed out the need to promote higher quality employment. At present, there is a huge amount of total urban migrant workers in our country, affecting urban construction and development. Strengthening research of the quality of migrant workers employment, understanding migrant workers employment quality in-depth and seizing the public employment service problem is more and more important significant to carry out the employment service work, make more effective employment policy more effectively and to achieve a higher quality of employment to the government.At first, This article selects employment quality for evaluation research. In literature reviewing, clarify the basic concepts and theoretical basis of this study. Secondly, according to the theory related with employment quality and experience of employment quality evaluation at home and abroad, the research design laborer employment quality evaluation content in our country. Then, Choose 36 tertiary indicators for employment quality evaluation index system by questionnaires and Likert Scale and weight calculation through making use Of AHP. Finally, study Hangzhou city migrant workers employment quality empirically. Bying the use of questionnaires and index system in empowerment weigh to calculate Hangzhou city migrant workers employment quality score and analyze Hangzhou city migrant workers employment quality indicators. Combined with the panel survey, it is concluded that hangzhou migrant workers have some problems in employment quality,forexample, the work time is long, the environment is poor and signing rate of labor contract is low.At the same time, at the basis of problem of migrant workers employment quality of Hangzhou, put forward some countermeasures methods,for example, speeding up resolution of migrant children education problem, deepening reform of the public employment service agencies, promote public employment services equalization and so on.
