Forestry ecological civilization is to protect and build good the ecological environment, which is different from the industrial civilization. The value of ecological service and gross domestic product (GDP) belong to two different value systems. Externalities determine ecological civilization can not measure in the traditional economic system GDP. Thus, the progress of the construction of ecological civilization needs a new scientific accounting system and more ecological indicators to verify the development of ecological civilization. As a result, the world conservation union IUCN proposed the ecosystem GEP (Gross Ecosystem Production) concept. GEP refers to the total ecological system of production and service, which reflects production and service function of ecosystem products and calculates the sum total of the ecological system’s existing natural assets. The practice of first GEP project will help to inspect and measure ecological accounting system. Ecological civilization and GEP are the breakthrough points to solve the problem of forestry and state-owned forest regions.The World Conservation Union (IUCN) puts forward the concept of GEP, and refers to a country or region combined ecological system of production and service. It also embodoes the ecological system product production, the service function and calculates the combined ecological system existing natural assets.This dissertation systematic analysis the related literature in home and abroad, then summarizes them on ecological civilization with GEP status, through a comprehensive investigation. This paper concludes the total cost of GEP state-owned forest regions in Heilongjiang province. Moreover, particularly the current problems in ecological civilization development and factors which restrict development of Heilongjiang province. Furthermore, combined with recent data and dynamic analysis, by using questionnaires, resource inventory survey, field monitoring and investigation in the form of ecological status stations in 40 state-owned forest region in Heilongjiang province forestry bureau forest resources. This paper obtains accurate forest resources and ecological function of first-hand data, from the viewpoints of both static and dynamic analysis of the sample data, and lay a foundation for GEP accounting. This paper accounts Heilongjiang state-owned forest ecosystem gross production. The research shows that the state-owned forest area in Heilongjiang province forest ecosystem gross production is 5.818697 trillion Yuan, including:the ecological regulation value of 5.515921 trillion Yuan, ecological culture value of 11.054 billion Yuan, ecological support value is 286.936 billion Yuan, ecological supply value is 4.795 billion Yuan. Fourth, the development of forest regions will target at ecological civilization, basis on optimal equilibrium of ecological economy. Changing the way of measure forest industry GDP to GEP, which arouse the state’s and society’s attention to forestry’and forest regions. Eventually, the development of forest regions will establish a virtuous cycle of ecological environment system and social development system in China.Both at home and abroad GEP research have just started. Forest ecological system needs to be further improved in perfecting ecological environment, and supporting regional social and economic development. In addition, combined with the GEP accounting index definition, value evaluation and data acquisition are more difficult and higher requirements to the multi-disciplinary knowledge and ability, so I hope this article can open the subject for this discussion.
